CITY OF MENIFEE
SUBJECT: Agreement with the Riverside County Flood Control and Water Conservation District and the Riverside County
Regional Park and Open-Space District for Bradley Road
Bridge Over Salt Creek
MEETING DATE: August 20, 2025
TO: Mayor and City Council
PREPARED BY: Carlos Geronimo, CIP Engineering Manager
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Armando G. Villa, City Manager

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a Cooperative Agreement with the Riverside County Flood Control and Water Conservation District and the Riverside County Regional Park and Open-Space District for a temporary detour of the Salt Creek Trail for the Bradley Road Bridge Over Salt Creek Project, Capital Improvement Program (CIP) Project No. 13-04, for a total amount not-to-exceed $6,000.

DISCUSSION
The Bradley Road Bridge Over Salt Creek Project, CIP No. 13-04 (Project), replaces the existing low-flow crossing located on Bradley Road at Salt Creek with a 335 foot-long by 64-foot-wide all- weather bridge to accommodate the conveyance of 100-year flood flows. The Project includes access ramps on either side of the bridge abutments, major drainage improvements, and the relocation of the existing Salt Creek Trail crossing. The Project area includes the segment of Bradley Road from Pebble Beach Drive to Rio Vista Drive.

On May 7, 2025, the City Council awarded a Contract Services Agreement to Ames Construction, Inc. to provide construction services for the Project. Construction activity began in August 2025.

During the construction phase, Bradley Road between Pebble Beach Drive and just south of Rio Vista Drive would experience full closure to all modes of traffic for approximately 15 months. As a condition of receiving federal funding, and per the National Environmental Policy Act (NEPA), the Salt Creek Trail must remain accessible at all times. To remain compliant, a temporary trail detour would be required for the portion of the Salt Creek Trail that traverses Bradley Road. The proposed temporary trail detour would reroute users just east of Bradley Road along Pebble

Beach Drive west to Desert Hills Drive where they would travel south to reconnect back to the existing Salt Creek Trail as shown in Exhibit A.

EXHIBIT A: TEMPORARY TRAIL DETOUR MAP
The Salt Creek Channel is owned and operated by the Riverside County Flood Control and Water Conservation District (District) in coordination with the Riverside County Regional Park and Open- Space District (Parks). However, the City would be solely responsible for all minor surface improvements associated with establishing the temporary trail detour. Improvements may include the installation of decomposed granite for a temporary pathway, fencing, barricades, and any measures related to the maintenance of temporary trail detour throughout the duration of the Project. The proposed Cooperative Agreement memorializes the City’s access to the Salt Creek Trail within the District’s right-of-way, as well as the roles and responsibilities with regard to the construction, inspection, operation, ownership and maintenance of the temporary trail detour. The City would also be responsible for the District’s costs associated with the preparation and administration of the proposed Cooperative Agreement in a total amount not-to-exceed $6,000.

The proposed Cooperative Agreement would remain in place until the City provides notification to the District of the Project’s completion.
