RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute a Memorandum of Understanding (MOU) with the Menifee Valley Historical Association for the collaboration of related community programs through June 30, 2030.
DISCUSSION
The Community Services Department has worked with the Menifee Valley Historical Association (MVHA) to formalize a partnership for related community programming. Founded in 2006, the MVHA is a Menifee-based non-profit organization whose mission is to identify, preserve and promote the historic legacy of Menifee Valley. The organization has a museum located at 26301 Garbani Road, that is open and free to the public Sundays and showcases information about the first inhabitants of the valley, early homesteaders, mining, farming operations, one-room school houses as well as historical Menifee neighborhoods. MVHA also offers school age presentations and volunteer opportunities for the community.
Community Services seeks to formalize a partnership with MVHA which supports programs that identify, preserve, and promote the legacy of the Menifee Valley leveraging resources of each organization and that provide meaningful, engaging, and educational programs to the public. This partnership supports the Community Engagement, Social Infrastructure, and Unique Identity Strategic Plan Priorities adopted by City Council in 2023.
The City currently has similar MOU partnerships related to community programming with Lake Menifee Women’s Club, Menifee Arts Council, Menifee Valley Community Cupboard, and Perris Union High School District. Under the proposed MOU partnership, the MVHA would continue to collaborate primarily with the Community Services units which oversee Cultural Arts

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. However, partnership in future grant applications can potentially lead to an increase in grant revenues in future fiscal years to support related programs and events. Additionally, the in-kind sponsorship provided by the Community Services Department assistance in MVHA programming is expected to be offset by volunteer assistance in producing collaborative events.
