RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute a Public Improvement Agreement and cash securities to guarantee the completion of the required public improvements associated with Plot Plan 2018-225, Vista Ridge Apartments by Luis Navarro, located south of Boulder Rock Place, west of Murrieta Road, east of Amber Rock Drive, and north of Thornton Avenue.
DISCUSSION
Plot Plan 2018-225, Assessor’s Parcel Number 335-481-017, commonly known as Vista Ridge Apartments (Project), proposes the development of a vacant 2-acre parcel for residential use. The Project includes the construction of 30 apartment units, along with private access roads and a dedicated park area for residents. The Project is located south of Boulder Rock Place, west of Murrieta Road, east of Amber Rock Drive, and north of Thornton Avenue, as shown in the attached Project Location Map.
Luis Navarro (Developer) is requesting approval of the associated Public Improvement Agreement (Agreement) and cash securities as required by the Project’s conditions of approval.
The Agreement requires that improvement securities are posted to guarantee the completion of the required onsite and offsite improvements. The Agreement requires that public improvements be completed within 24 months from the date of City Council approval.
Staff has reviewed the Developer’s request and determined that the Agreement meets the requirements of the Project’s conditions of approval. A summary of the cash securities being posted to guarantee the required improvements are shown in Tables 1 and 2 on the following page.

The securities required for all improvements have been provided by the Developer in the total amount of $785,500.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. The Developer has paid all necessary fees associated with the review of Plot Plan 2018-225. Upon completion of the improvements, and subsequent acceptance by the City, ongoing maintenance costs for the improvements would be supported through future fiscal year budgets in maintenance Community Facilities District 2017-1 Annexation 35, Zone 35.
