CITY OF MENIFEE
SUBJECT: Agreement with the Romoland School District for the Grant of a Temporary Construction Easement for the McCall
Boulevard Widening Project
MEETING DATE: August 20, 2025
TO: Mayor and City Council
PREPARED BY: Diego Guillen, Senior Engineer
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Armando G. Villa, City Manager

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a Right-of-Way Contract and Grant of a Temporary Construction Easement, and all exhibits thereof, with the Romoland School District for the McCall Boulevard Widening – Oakhurst Avenue to Junipero Road Project, Capital Improvement Program (CIP) Project No. 22-03, for a total amount not-to-exceed $1,000.

DISCUSSION
The McCall Boulevard Widening – Oakhurst Avenue to Junipero Road Project, CIP Project No. 22-03 (Project), is located between Oakhurst Avenue (entrance to Menifee Global Medical Center) and Junipero Road. The existing roadway is currently two lanes for approximately a half mile before expanding to a four-lane roadway. Due to the increased residential and commercial development in this area, there is a need for additional vehicle lanes to support both current and future traffic volumes. Under the City’s General Plan, this segment of McCall Boulevard is designated as an arterial roadway that would ultimately be expanded to six total vehicle lanes.

The proposed Project would widen the existing two-lane road to a four-lane corridor and establish horizontal and vertical alignments to meet the requirements of the California Highway Design Manual and City Standards. The Project is currently in the final phase of design.

On June 21, 2023, the City Council approved a Professional Services Agreement (Agreement) with KOA Corporation (Consultant) to provide civil design, plans, specifications, and estimate (PS&E) services for the Project. Included in the Consultant’s scope of work are right-of-way (ROW) engineering services. As part of the ROW efforts, a Temporary Construction Easement (TCE) would be required for a 4,120 square-foot portion of the property owned by the Romoland School District and identified as Assessor Parcel No. (APN) 333-070-041.

On August 21, 2024, staff received approval from the City Council during a closed session meeting to commence negotiations for the purchase of the TCE. The fair market value and just compensation outlined in the appraisal report prepared by the Consultant was valued at a total amount not-to-exceed $1,000 for the TCE. The proposed ROW Contract and Grant of Temporary Construction Easement are necessary to move the Project forward into the construction phase as temporary access to a portion of the identified property is required in order to conduct construction-related activities.

Pursuant to Menifee Municipal Code §3.12.200 all acquisitions of real property shall be approved by the City Council, including temporary agreements for the use of real property for a period of more than one day.
