RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute Amendment No. 1 to the Master Services and Purchasing Agreement with Axon Enterprise, Inc. for the drone launch pad, training, and maintenance increasing the amount by $182,900.15 for a total agreement amount not-to- exceed $6,997,003.99 through June 30, 2035.
DISCUSSION
As part of the approved Fiscal Year (FY) 2025/2026 budget the Menifee Police Department (MPD) would expand the use of technology to increase safety and visibility for officers and residents through an enhanced drone program. The proposed Amendment No. 1 with Axon Enterprise, Inc (Axon) would allow for the purchase of a ground docking station and the corresponding training and maintenance for a term of ten years, putting it in line with the existing Axon contract term.
With the enhancement of the Drone Program, MPD would be able to deploy a drone in a timely manner to provide an alternate perspective on a situation prior to officers arriving on scene allowing for a better understanding of what conditions they may be exposed to and ensuring the most accurate and efficient response. Additionally, the requested launch pad would allow for a drone to be housed and deployed from multiple locations within the City increasing the response time for the air unit by allowing for rapid visibility even in the furthest corners of the City limits.

*The original agreement with Axon was made by procuring the drone platform system through the NPPGov Cooperative Purchasing Agreement (No. PS20270).
Pursuant to Resolution No. 24-1569 and Menifee Municipal Code §3.12.150, amendments or change orders in the aggregate amount greater than 10% of the agreement amount, exceeds a time extension of 120 days, or that exceeds the City Manager’s signing authority shall be approved by the City Council.

FISCAL IMPACT
The fiscal impact for the proposed amendment to the agreement with Axon Enterprises, Inc. is not-to-exceed amount of $182,900.15 over the 10-year term. Funding for the agreement amendment with Axon would be paid from software subscriptions for the MPD drone program within the Information Technology Fund (1110-MPD-360‐651353). Funding for future fiscal years would be budgeted in the appropriate years. No additional budget appropriation action(s) is required. Funding per fiscal year is reflected in Table 2 below.
