CITY OF MENIFEE
SUBJECT: Agreement Amendment with KOA Corporation for the McCall Boulevard Widening Project
MEETING DATE: September 17, 2025
TO: Mayor and City Council
PREPARED BY: Diego Guillen, Senior Engineer
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Armando G. Villa, City Manager

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute Amendment No. 6 to the Professional Services Agreement (PSA) with KOA Corporation for the McCall Boulevard Widening Project, Capital Improvement Program (CIP) Project No. 22-03, increasing the amount by $98,509, for a total not-to-exceed amount of $403,412.38.

DISCUSSION
The McCall Boulevard Widening Project, CIP Project No. 22-03 (Project), is located between Oakhurst Avenue and Junipero Road. The existing roadway consists of two lanes for approximately half a mile before expanding to a four-lane roadway. There is a need for additional vehicle lanes to support current and future traffic volumes due to the increased residential and commercial development in the area. Under the City’s General Plan, this segment of McCall Boulevard is designated as an arterial roadway that would ultimately provide six vehicle lanes.

The Project would widen the existing two-lane road to a four-lane corridor and establish horizontal and vertical alignments to meet the requirements of the California Highway Design Manual and City standards. The Project is currently in the final phase of design.

On June 21, 2023, the City Council approved a Professional Services Agreement (Agreement) with KOA Corporation (Consultant) to prepare civil design, Plans, Specifications, and Estimate (PS&E) services for the McCall Boulevard Widening Project. At the time the design phase began, the Menifee Valley Specific Plan (MVSP), a private development northeast of the Project area, was still in the entitlement process. The MVSP has since been approved, and the developer, Minor Ranch LLC (Brookfield), has been conditioned to complete roadway widening and other improvements within the Project limits. Because the original PS&E did not account for Brookfield’s conditioned improvements, revisions to the plans are now required. The Project design is currently

95% complete, however, the plans must be updated to remove improvements that would later be replaced by Brookfield as part of their development obligations.

Under proposed Amendment No. 6, the Consultant would revise the Project plans to capture these changes. Major modifications would include adjusting roadway alignment, reducing roadway width, and removing a retaining wall included in the City’s original design. These revisions would align the City’s plans with Brookfield’s conditioned improvements and are expected to generate an estimated $1 million in savings during the construction phase of the Project. Updating the PS&E at this stage would avoid redundant work, reduce potential conflicts during construction, and ensure that the final design remains consistent with City standards.

Amendment No. 6 is necessary to authorize additional Consultant services to complete these revisions, finalize the PS&E, and allow the Project to advance to the bidding and construction phases in the most cost-effective and efficient manner. The proposed Amendment No. 6 would increase the Consultant’s compensation by $98,509.00, increasing the total not-to-exceed amount of the Agreement to $403,412.38. The amendment history for the Project is summarized in Table 1 below.
