CITY OF MENIFEE
SUBJECT: Agreement with Western Riverside Council of Governments to Apply for the Regional Early Action Planning 2.0 Grant MEETING DATE: September 17, 2025
TO: Mayor and City Council
PREPARED BY: Kimberly Luna, Associate Planner
REVIEWED BY: Orlando Hernandez, Community Development Director APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------
RECOMMENDED ACTION
1. Approve the Flow Down Provisions attached to the Memorandum of Understanding between Western Riverside Council of Governments (WRCOG) and the Southern California Association of Governments (SCAG); and
2. Approve and authorize the City Manager to execute an agreement with WRCOG for Regional Early Action Planning (REAP) Local Staff Assistance.
DISCUSSION
On March 2, 2022, City Council adopted Resolution No. 22-1127 approving Permit Ready Accessory Dwelling Unit (PRADU) plans to provide residents with cost effective and expedited options for constructing Accessory Dwelling Units (ADUs). The PRADU plans were prepared under the 2022 California Building Standards Code (Title 24). Beginning January 1, 2026, the 2025 California Building Standards Code will take effect, requiring updates to the existing PRADU plans to ensure compliance with new structural, energy efficiency, and accessibility standards.
The City is pursing funding to update the PRADU plans through a REAP 2.0 Grant administered by the SCAG and WRCOG. In order to apply for reimbursement through the REAP 2.0 Grant, the City must agree to the attached Memorandum of Understanding (MOU) between WRCOG and SCAG “Flow Down Provisions” as attached to this staff report. The Flow Down Provisions outline the City’s responsibilities for procurement, reporting, invoicing, and compliance with state requirements, and establishes SCAG and WRCOG’s roles in administering and reimbursing REAP 2.0 funds.
Additionally, the City would need to enter into an agreement with WRCOG through the REAP Local Staff Assistance Program, which outlines the terms between the City and WRCOG.

Approval of the Flow Down Provisions and WRCOG’s REAP Local Staff Assistance Program agreement is required prior to consideration of the item by WRCOG’s committee at its October 2025 meeting.
Approval of these items would allow the City to utilize REAP 2.0 funds to update the PRADU plans to meet the 2025 California Building Standard Code. These updates are necessary to maintain compliance with state law and to continue providing residents with streamlined affordable ADU construction options.
STRATEGIC PLAN OBJECTIVE
Thriving Economy
FISCAL IMPACT
At this time, there is no General Fund impact or funding implications. The total REAP 2.0 grant amount anticipated for updating the PRADU plans is $20,000. The City would contract with a consultant for this project and project expenses would be covered by the approved Fiscal Year 2025/2026 Planning Division professional services account. Reimbursement would be processed by WRCOG through REAP 2.0 on a cost-recovery basis. If the City is awarded the REAP 2.0 grant, staff would return to City Council to accept these funds.
