RECOMMENDED ACTION

1. Award bid and authorize the City Manager to execute a Professional Services Agreement (PSA) with TSK, Inc. for Architectural and Engineering Design Services for the New Heritage Lake Fire Station No. 74 Project, Capital Improvement Program (CIP) Project No. 26-01, located northeast of the Menifee Road and Case/Matthews Road intersection, south of McLaughlin Road in a total amount not-to-exceed $989,880 through December 31, 2026.

DISCUSSION
The Heritage Lake Fire Station No. 74 Project, CIP Project No. 26-01 (Project), is a proposed new facility that would be located northeast of the Menifee Road and Case/Matthews Road intersection, just south of McLaughlin Road. The Project is necessary to support a new master development that is currently being constructed in the northeast section of the City. The new development would include residential, commercial, and industrial areas. As Menifee continues to experience rapid growth city-wide, this new development would increase the population density within the northeast section of the City, requiring upgrades to existing public infrastructure, which includes emergency services and facilities to support the expanding community.

The proposed Project would construct a new fire station facility on just over two acres that would accommodate six to eight fire personnel, a 60-foot ladder truck, a medic squad unit, and the latest technology and equipment to support the City in providing top level fire protection services for many years to come. The proposed Project would also install a traffic signal on Menifee Road in line with the new facility’s fire apparatus bay entrance to support the safe ingress and egress of all emergency response vehicles.

On June 26, 2025, staff released a Request for Proposal (RFP) for Architectural and Engineering Design Services for the Project. A total of ten proposals were received. An evaluation committee comprised of experienced City staff members evaluated the proposals based on the specific

criteria and scoring parameters established within the RFP. The results of the initial proposal scoring are shown in Table 1 below.

TABLE 1 – PROPOSAL RANKING SUMMARY
*Deemed non-responsive for failure to submit all required documentation.

During the initial evaluation process, five of the ten proposals received were determined to be non-responsive for failure to submit all required documentation timely. Following the review and evaluation of all proposals, and to further assess the proposed project team to determine which firm most closely aligned with the scope of work outlined in the RFP, the top three scoring firms that were deemed responsive were subsequently invited to participate in selection interviews. The interview and selection processes were conducted in accordance with City purchasing guidelines.

The interview provides an opportunity to meet and interact with each firm’s proposed project team and to further assess which firm offers the most technical expertise to deliver a successful project.

The average scores of the final evaluation, as completed by the interview panel, are summarized in Table 2 below.

TABLE 2 – SELECTION INTERVIEW FIRM RANKING SUMMARY
Under the California Government Code Section 4526, local agencies are required to select professional services for architectural, landscape architectural, engineering, environmental, land surveying, or construction project management solely on the basis of demonstrated competence and professional qualifications. For this reason, cost proposals remain sealed until the evaluation process is completed.
