DISCUSSION
The City of Menifee’s Community Services Department (CSD) oversees the ongoing development and maintenance of all City parks and rights-of-way. As part of the Capital Improvement Program (CIP), CSD continues its focus on developing and upgrading various City maintained parks. These projects along with other CSD projects require a Landscape Architect firm to be successful.
On September 6, 2023, City Council approved the CSD On-Call Short List for Landscape Architect Services for Fiscal Year (FY) 2023-2028. The list includes BMLA, MIG Inc. and RHA Landscape Architect-Planners. In conjunction with the approval of the short list, master agreements were also executed for all three selected vendors with a termination date in September 2025.

Over the first two years of performance, staff has been satisfied with the quality of services and responsiveness from the firms that have been utilized. Staff is therefore recommending that all three master agreements be amended and extended throughout the life of the approved short list.
All three firms must be amended to the same maximum contract authority in order to remain active on the Council-approved On-Call Short List. This ensures consistency, fairness, and flexibility when assigning future projects.
On-Call landscape architect services would be utilized to help with the development of various projects including a future park on a City-owned parcel north of Paloma Valley High School, turf conversion within Lighting, Landscape, and Maintenance District (LLMD) 89-1C, and to design a playground at Banner Village Park.
If approved, the amendments would increase the maximum contract authority for each firm by $400,000. This action would raise that combined limit to $1,400,000 in total for all terms of each agreement as detailed below.
TABLE 1 – CONTRACT AUTHORITY AND PROPOSED AMENDEMENT
Term Dates Amount
Initial Term September 2023 - September 2024 $500,000
1ST Renewal Term September 2024 - September 2025 $500,000 2nd, 3rd, and 4th Renewal Term September 2025 - September 2028 $400,000 TOTAL FOR EACH AGREEMENT $1,400,000
The increase to all three agreements does not authorize $4.2 million in spending; rather, it provides the City flexibility to assign work among any of the three firms while ensuring overall expenditures remain within the established cap.
