RECOMMENDED ACTION
1. Appoint one member of the City Council as the voting delegate and up to two members of the City Council as alternate voting delegates for the League of California Cities Annual Conference, General Assembly scheduled for Friday, October 10, 2025, in Long Beach; and
2. Authorize the City Clerk to complete and return the voting delegate/alternate online submission form to the League of California Cities.
DISCUSSION
The League of California Cities (Cal Cities) will hold its Annual Conference and Expo in Long Beach, California, from October 8 - 10, 2025. A focus of the conference is the Cal Cities General Assembly, a member-driven body that provides City officials with the opportunity to participate directly in the development of Cal Cities policy. In order for the City of Menifee to cast its vote on policy matters considered during the General Assembly, the City Council must designate one voting delegate and up to two alternates. To qualify as the voting delegate, the appointee(s) must be registered to attend the conference. The Councilmembers registered to attend the conference this year are Mayor Pro Tem Bob Karwin and Councilmembers Temple and Diederich. Once appointed, the delegate and alternates must be submitted to Cal Cities by completing and returning the official Voting Delegate form no later than Wednesday, September 24, 2025.
At this time, Cal Cities has not received any proposed resolutions for consideration at the General Assembly. However, it is important to note that member cities retain the ability to submit petitioned resolutions during the conference itself. Should a resolution be introduced, it would be deliberated and voted on during the annual business meeting, requiring the participation and representation of the City’s designated voting delegate.

FISCAL IMPACT
The voting delegates must be registered for the conference. The associated registration cost of $725 per person has been included as part of the adopted Fiscal Year 2025/26 budget.
No additional budget appropriation action(s) are required.
