RECOMMENDED ACTION
1. Approve two budget amendment resolutions authorizing the Menifee Police Department to appropriate asset forfeiture funds in the amount of $20,000 for the purchase of a police canine (K9) and applicable training.
DISCUSSION
In August of 2020 the County of Riverside transferred to the City of Menifee $88,653.07 in asset forfeiture funds. These funds were previously overseen by the Riverside County Sheriff’s Department. Through joint task force cases Menifee Police Department (MPD) has also received an additional $129,596.28 since 2021. These funds are the MPD’s portion of multiple state cases resulting in asset forfeiture funds being allocated through the Department of Justice (DOJ) Equitable Sharing Guidelines. These funds have been deposited into the City’s State Asset Forfeiture Fund (8350-231500) until needed for eligible uses. The MPD has requested previous appropriations of the asset forfeiture funds as shown below in Table 1 below.

The requested appropriations would be allocated to a capital outlay account in the amount of $20,000 to fund the purchase of a patrol K9 and accompanying training. The K9 would be partnered with a patrol officer in the operations unit. The goal of this new K9 is to replace Emmy, an existing department K9 who has been retired due to age and medical needs.
The purchase and corresponding agreement for training of the new K9 would be facilitated through Gold Coast K9. The contract would include the purchase of a pre-trained dog, 30 days of pre-training and a six-week handler course.
Pending the recommended appropriation of $20,000, the remaining balance in the restricted Trust Fund would be $110,885.35.
STRATEGIC PLAN OBJECTIVE
Safe and Vibrant Community
FISCAL IMPACT
Funding for the purchase and training of the canine is available within the Trust Fund which holds a current balance of $130,885.35 received from various asset forfeitures over the last several years. Accordingly, $20,000 from the full amount held in trust will be recognized as revenue in the Trust Fund (8350-434680). The funding would then be transferred out of the Trust Fund (8350- MPD-901100) and transferred into the General Fund (1100-808350). The corresponding expenditures would be appropriated within the General Fund to acquire the canine and the required training as an asset to the City (1100-MPD-660055), as summarized in Table 1 below.
