CITY OF MENIFEE
SUBJECT: Memorandum of Understanding with Inland Regional Center for Blue Envelope Program Materials and Training
MEETING DATE: September 17, 2025
TO: Mayor and City Council
PREPARED BY: Christine Booker, Budgets & Grants Analyst REVIEWED BY: Chris Karrer, Police Chief
APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a Memorandum of Understanding (MOU) with the Inland Regional Center for deployment of Blue Envelope Program materials and training; and

2. Authorize the City Manager to execute all subsequent bi-yearly MOU amendments at the City’s discretion.

DISCUSSION
The Menifee Police Department (MPD) is requesting a partnership with Inland Regional Center (IRC) to provide materials and training for the Blue Envelope Program. The Blue Envelope Program (Program) is intended to enhance communication and safety during interactions between first responders and individuals with intellectual and developmental disabilities, including those who are Deaf or Hard of Hearing. The Program was developed through a two-year collaboration between IRC, the Autism Society Inland Empire (ASIE), and the San Bernardino County Sheriff's Department. It is funded through the Department of Developmental Services under the Language Access and Cultural Competency (LACC) initiative. The Program includes training for parents, clients, and caregivers, and the distribution of standardized materials such as blue envelopes, seatbelt covers, keychains, wristbands, lanyards, and vehicle decals to support individuals during law enforcement interactions.

The Blue Envelope Coalition, of which MPD is seeking to join, is composed of local law enforcement and public safety agencies that are participating in the pilot project and contributed to the development of the Blue Envelope training curriculum and the "Emerging Best Practices."
