RECOMMENDED ACTION

1. Review and discuss the Placemaking, Unique Identity, and Tourism Master Plan.

DISCUSSION
As a new city, Menifee faces the challenge of developing a distinct sense of place that leverages the community’s historic and scenic assets and makes the City a highly attractive and desired destination for residents, businesses, and visitors. With this in mind, the City Council established the development of Menifee’s unique identity as one of five strategic priorities within the 2023- 2028 Strategic Plan. The Strategic Plan objectives associated with the development of Menifee’s unique identity are detailed as follows:
Objective 1. Conduct a place-making and tourism feasibility study as part of developing Menifee as a destination City.
Objective 2. Conduct a regional events assessment to identify a signature event that will help make Menifee a destination City.

To address these objectives, in August 2024, the City Council awarded an agreement to Hunden Strategic Partners to prepare the Menifee Placemaking, Unique Identity, and Tourism Master Plan (Plan). The goal of this effort was to assess Menifee’s current tourism assets, gather community input, evaluate opportunities for regional amenities and events, and develop a strategic roadmap to establish a unique identity for the City. The assessment took place over several months, including input from the community through in-person workshops, stakeholder interviews, and community surveys.

With a focus on economic development, community events, and cultural and entertainment experiences, the Plan outlines actionable steps to shape Menifee’s future while preserving the qualities that make it unique. The Plan highlights major projects already underway, identifies ways to expand entertainment, recreation, and cultural offerings, and recommends opportunities for the establishment of signature community events that celebrate both Menifee’s heritage and innovation. This Plan also outlines strategies to strengthen Menifee as a regional destination through future investments in sports, trails, dining, and gathering spaces, and identifies ways to build upon Menifee’s assets and develop funding mechanisms, partnerships, and marketing opportunities that support long-term success.

The October 1 City Council Workshop will provide an opportunity to review and discuss the elements of the draft Plan. Based upon the input received during the workshop, the Plan would be refined and presented for adoption at a future City Council meeting.
