RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute a Professional Services Agreement (PSA) with Wood Rodgers, Inc. for the design and environmental services for the Holland Road Widening – Bradley Road to Haun Road Project, Capital Improvement Program (CIP) Project No. 25-04, for a total amount not-to-exceed $949,996.18 through December 31, 2026; and
2. Approve and authorize the City Manager to execute the Transportation Uniform Mitigation Fee (TUMF) Program Reimbursement Agreement with the Western Regional Council of Governments (WRCOG) for a total amount not-to-exceed $4,279,000; and
3. Adopt two budget amendment resolutions appropriating $595,000 in corresponding revenues within the TUMF Fund 2310 and expenditures within the Capital Projects Fund 4320 to the Project account.
DISCUSSION
The Holland Road Widening – Bradley Road to Haun Road Project, CIP Project No. 25-04 (Project), would widen approximately 0.75 centerline miles of the roadway between Bradley Road and Haun Road. The recent completion of the Holland Road/I-215 Overcrossing project connected Hanover Lane on the east side of the I-215 to Haun Road on the west side, resulting in an increase in traffic volumes along Holland Road. The Project would widen the corridor to a four-lane roadway to provide two travel lanes in each direction between Bradley Road and Haun Road to accommodate traffic volumes and align with the City’s General Plan, which designates Holland Road as a major four-lane corridor. The Project would include the modification of two traffic signals (Holland Road at Bradley Road and Holland Road and Haun Road), as well as the installation of one new traffic signal at Holland Road and Sherman Road. Additionally, the Project

would include the construction of storm drain improvements and the installation of sidewalks, dedicated bicycle lanes, streetlighting, signing, and striping.
Design and Environmental Services
On February 27, 2025, staff released a Request for Proposal (RFP) for Design & Environmental Services. A total of twelve proposals were received. An evaluation committee, comprised of experienced City staff members, evaluated the proposals based on the specific criteria and scoring parameters stated within the RFP. The results of the initial proposal scoring are shown in Table 1 below.
TABLE 1 – PROPOSAL RANKING SUMMARY
Following the review and evaluation of proposals and to further assess the proposed project team to determine which firm most closely aligned with the scope of work outlined in the RFP, the top five scoring firms were subsequently invited to participate in selection interviews. The interview and selection processes were conducted in accordance with City purchasing guidelines. The interviews provided an opportunity to meet and interact with each firm’s proposed project team and to further assess which firm offered the most technical expertise to deliver a successful project. The average scores of the final evaluations, as completed by the interview panel, are summarized in Table 2 below.

Under the California Government Code Section 4526, local agencies are required to select professional services for architectural, landscape architectural, engineering, environmental, land surveying, or construction project management solely on the basis of demonstrated competence and professional qualifications. For this reason, cost proposals remain sealed until the selection process is completed. After a thorough review, Wood Rodgers, Inc. (Consultant) was selected as the highest-ranking proposer.
The Consultant demonstrated qualified experience and a comprehensive understanding relevant to the Project’s scope as outlined in the RFP. The City’s independent estimate for the Project was $950,000. The final cost proposal from the Consultant was $949,996.18, which was determined to be reasonable and within the established Project budget.
TUMF Program Reimbursement Agreement
On August 4, 2025, the WRCOG Executive Committee approved the TUMF Central Zone 5-Year Transportation Improvement Program (TIP), which allocated $595,000 in Fiscal Year (FY) 2025/2026 toward the Project’s engineering and design phase. The TIP allocated an additional $1 million in Fiscal Year (FY) 2026/2027 to support the Project’s right-of-way (ROW) phase, and $2.684 million in FY 2027/2028 for the construction phase, as summarized in Table 3 below.

To receive reimbursement for costs associated with the identified Project’s phases, the City and WRCOG must enter into a TUMF Program Reimbursement Agreement (Reimbursement Agreement). The TUMF program funds would partially offset the cost of the Consultant’s proposed Professional Services Agreement (Agreement) for the engineering and design phase.
The amount of the proposed Agreement exceeds the City Manager’s signing authority. Pursuant to Resolution No. 24-1569 and Menifee Municipal Code §3.12.060, any contract amount that exceeds the City Manager’s signing authority shall be approved by the City Council.

FISCAL IMPACT
The fiscal impact of the proposed Agreement with Wood Rodgers, Inc. is for the total amount not- to-exceed $949,996.18. The proposed increase to the Project budget would support the proposed Agreement with Wood Rodgers, Inc. If approved, the corresponding revenues would be appropriated to the Project budget through a budget amendment resolution (BAR) within the TUMF Fund (2310-433550) in the amount of $595,000 and an additional BAR for expenditures City of Menifee Staff Report

The BARs would also include a transfer of the funds from the TUMF Fund to the Capital Projects Fund. Per Resolution No. 25-1593 the Chief Financial Officer and/or designee is hereby authorized to process corresponding transfers (transfer appropriations) of all approved CIP Program expenditure appropriations, including FY2025/26 and 2026/27, and prior years’ carryover appropriations to Capital Projects Fund (Fund 4320) for purposes of consolidating CIP program expenditures under one fund.
If approved, the $595,000 appropriated through the proposed BARs to the TUMF Fund would supplement the existing Project budget that is available in the Fiscal Year 2025/2026 CIP budget within the Capital Projects Fund, as summarized in Table 5 below.
