RECOMMENDED ACTION
1. Receive and file the Property Tax Exemption (Rebate) for Disabled Veterans recommendation from the Veterans and Military Families Advisory Committee.
DISCUSSION
At the July 19, 2023, City Council Meeting, the Council directed City staff to present parameters for a potential program to offer a property tax exemption for disabled veterans to a yet-to-be- formed Veterans and Military Families Advisory Committee (Committee) for review and discussion. The Council formally established the Committee in August 2024, members were appointed in January 2025, and the Committee held its first meeting on February 20, 2025.
At the Committee’s September 15, 2025, meeting, members were presented with an overview of the existing state Disabled Veterans’ Exemption program, along with potential parameters and considerations for a City-created expansion that could provide rebates to eligible veterans.
Following the presentation, the Committee discussed the merits of establishing such a program.
Two potential program structures were presented, each with multiple benefit levels. Members evaluated the potential benefits of such a program and its estimated fiscal impact. The staff report presented to the Committee is attached for reference.
After considering the existing State program and evaluating the potential benefits and costs of a City-sponsored expansion, the four Committee members present (Committee Member Gutierrez absent) unanimously recommended that the City not pursue creation of a new program at this time.
