A PUBLIC HEARING has been scheduled, pursuant to the City of Menifee Municipal Code, before the CITY OF MENIFEE CITY COUNCIL to consider the project shown below:
Project Title: “Amendment No. 1 to Legado Specific Plan Development Agreement No. 2018-277” Project Location: The Project is located on 331 acres south of Rouse Road, east of Encanto Drive, north of Chambers Avenue, and west of Antelope Road. (APN: 333-020-009, -010 [partial], 333-030-012, -013, -021, and -022 [partial]).
Amendment No. 1 to Development Agreement No. 2018-277 is between the developer (BLC Fleming, LLC and Lennar Homes of California, LLC) and the City of Menifee to extend the Development Impact Fee (DIF) freeze for lots within Lennar Phase 1, modify the timing for completion of park and paseo improvements, and reduce the required contingency for park cost estimates from 15% to 5%, as well as other provisions. These amendments will assist in the successful completion of the project.

Environmental Information: The Legado Specific Plan Environmental Impact Report (SCH No. 2009091118) was adopted by the City Council on June 3, 2020 and adequately identified any potential impacts associated with this project. Additional environmental review of the proposed amendment to the Development Agreement is not required since this agreement was specifically included in the project description for the Environmental Impact Report (EIR) prepared for the Legado Specific Plan and certified by the City Council in 2020. The EIR analyzed and mitigated all potentially significant effects from the development of the project including the Development Agreement.
Any person wishing to comment on the proposed project may do so in writing between the date of this notice and the public hearing and be heard at the time and place noted above. All comments must be received prior to the time of public hearing. All such comments will be submitted to the City Council, and the City Council will consider such comments, in addition to any oral testimony, before making a decision on the proposed project.
If this project is challenged in court, the issues may be limited to those raised at the public hearing, described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing. Be advised that as a result of public hearings and comment, the City Council may amend, in whole or in part, the proposed project. Accordingly, the designations, development standards, design or improvements, or any properties or lands within the boundaries of the proposed project, may be changed in a way other than specifically proposed.
