RECOMMENDED ACTION
1. Accept the California Department of Transportation’s (Caltrans) Highway Safety Improvement Program (HSIP) Cycle 12 grant funds in the amount of $51,480 for the Edgeline Striping Improvements Project, Capital Improvement Program (CIP) Project No. 26-03; and
2. Approve and authorize the City Manager to execute a Program Supplemental Agreement with Caltrans for the project plans, specifications and estimates phase of the Project; and
3. Adopt two budget amendment resolutions appropriating $51,480 in corresponding revenues within the Grant Fund 2301 and expenditures within the Capital Projects Fund 4320 to the Project account.
DISCUSSION
Caltrans administers the HSIP Grant (Grant) which provides funding to jurisdictions in support of projects that significantly reduce serious injuries and fatalities on public roads. Funding for this competitive grant is derived from various federal and state funds such as the State Highway Account Fund under Senate Bill 137.
The Edgeline Striping Improvements Project, CIP No. 26-03 (Project) proposes to install upgraded edgeline striping along Haun Road from Scott Road to Holland Road, Garbani Road from Haun Road to Briggs Road, and Scott Road from Ascot Way to Sunset Avenue. The City utilized crash data from the Transportation Injury Mapping System (TIMS) to determine that implementing edgeline striping upgrades would be an effective way to improve safety by reducing lane departures and increasing the visibility of the edge of the roadway. As a recommended countermeasure within the HSIP to address the growing population, the proposed Project would enhance traffic safety for drivers, pedestrians, and bicyclists alike. The estimated total Project cost would be just under $390,000.

In September 2024, staff submitted an application in response to the HSIP Cycle 12 Call for Projects. The application requested funding support in the amount of $347,220 for the Project. In February 2025, the City was notified that the Project was selected for funding for the entire amount requested. However, Caltrans allocates grant awards by phase and the current grant funding in the amount of $51,480 would support the Plans, Specifications and Estimates (PS&E) phase and would require the City to provide a 10% local match, as outlined in Table 1 below. An additional allocation request to support the construction phase would be submitted to Caltrans as the Project progresses and Staff would return to City Council at a future meeting for consideration to approve future PSAs and/or the appropriation of additional grant funds.

TOTAL $347,220 $38,580 $385,800
The amount of the proposed PSA exceeds the City Manager’s signing authority. Pursuant to Resolution No. 24-1569 and Menifee Municipal Code §3.12.060, any contract amount that exceeds the City Manager’s signing authority shall be approved by the City Council.

FISCAL IMPACT
The fiscal impact of the proposed PSA is for the total amount not-to-exceed $57,200. Acceptance of the proposed HSIP Cycle 12 grant funds to the Project budget would support the PSA with Caltrans. If approved, the corresponding revenues would be appropriated to the Project budget through a budget amendment resolution (BAR) within the Grant Fund (2301-441002) in the amount of $51,480 and an additional BAR for expenditures within the Capital Projects Fund (4320-PWD-CIPS-902-17050-690050), as summarized in Table 2 below.
