RECOMMENDED ACTION
1. Approve and authorize the filing of Parcel Map 38156, Menifee Commerce Center, by Menifee Commerce Center I, LLC, and Heritage Valley Business Center, LLC, located south of Ethanac Road, north of McLaughlin Road, east of Trumble Road, and west of Dawson Road; and
2. Approve and authorize the City Manager to execute a Subdivision Improvement Agreement to guarantee completion of required public improvements associated with Parcel Map 38156.
DISCUSSION
Parcel Map 38156 (PM38156), also known as Menifee Commerce Center (Project), is a proposed subdivision of 77.79 gross acres of land into two parcels for industrial purposes. The Project is located south of Ethanac Road, north of McLaughlin Road, east of Trumble Road, and west of Dawson Road.
Menifee Commerce Center I, LLC, and Heritage Valley Business Center, LLC, Delaware Limited Liability Companies (Developers), are now requesting approval and filing of PM38156 and approval of the associated Subdivision Improvement Agreement (Agreement) as required by the Project’s conditions of approval. The Agreement requires that improvement securities be posted to guarantee the completion of the required public improvements. The Agreement requires that public improvements be completed within 12 months from the date of City Council approval.

Staff has reviewed the Developers’ request and determined that the Agreement meets the requirements of the Project’s conditions of approval. A summary of the bonds being posted to guarantee the required improvements are shown in Tables 1 and 2 below.

The total securities required for all improvements have been provided by the Developers in the total amount of $19,239,088.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. The Developers have paid all necessary fees associated with review of PM38156. Upon completion of the improvements, and subsequent acceptance by the City, ongoing maintenance costs for the improvements would be supported through future fiscal year budgets in maintenance Community Facilities District 2017- 1 Annexation 30, Zone 30.
