RECOMMENDED ACTION
1. Accept the California Department of Transportation’s (Caltrans) Highway Safety Improvements Program (HSIP) Cycle 12 grant funds in the amount of $115,380 for the Citywide Guardrail Improvements Project, Capital Improvement Program (CIP) Project No. 26-02; and
2. Approve and authorize the City Manager to execute a Program Supplemental Agreement with Caltrans for the project plans, specifications and estimates phase of the Project; and
3. Adopt a resolution establishing the City’s eligibility to receive grant funding from Caltrans and authorize the City Manager to execute any grant-related documents to receive the Cycle 12 HSIP Grant funds; and
4. Adopt two budget amendment resolutions appropriating $115,380 in corresponding revenues within the Grant Fund 2301 and expenditures within the Capital Projects Fund 4320 to the Project account.
DISCUSSION
Caltrans administers the HSIP Grant (Grant), which provides funding to jurisdictions in support of projects that significantly reduce serious injuries and fatalities on public roads. Funding for this competitive grant is derived from various federal and state funds, including the State Highway Account Fund under Senate Bill 137.
The Citywide Guardrail Improvements Project, CIP No. 26-02 (Project) proposes to upgrade existing guardrails and end treatments for various locations throughout the City. Utilizing crash data from the Transportation Injury Mapping System (TIMS), staff identified guardrails along the corridors with the largest number of crashes and used these results in conjunction with locations

prioritized by the City’s Public Works Department field staff to determine the locations of highest need. As a recommended countermeasure within the HSIP to address the growing population, the proposed Project would enhance traffic safety for drivers, pedestrians, and bicyclists alike.
The estimated total Project cost would be just over $1.1 million.
In September 2024, staff submitted an application in response to the HSIP Cycle 12 Call for Projects. The application requested funding support in the amount of $999,720 for the Project. In February 2025, the City was notified that the Project had been approved for funding in the entire amount requested. However, Caltrans allocates grant awards by phase and the current grant funding in the amount of $115,380 would support the Plans, Specifications and Estimates (PS&E) phase and would require the City to provide a 10% local match, as outlined in Table 1 below. An additional allocation request to support the construction phase would be submitted to Caltrans as the Project progresses and Staff would return to City Council at a future meeting for consideration to approve future PSAs and/or the appropriation of additional grant funds. The City must also adopt a resolution to display its eligibility to receive grant funding through the HSIP Cycle 12 program. Only one adopted resolution is required for all projects funded through Cycle 12 of the program.

The amount of the proposed PSA exceeds the City Manager’s signing authority. Pursuant to Resolution No. 24-1569 and Menifee Municipal Code §3.12.060, any contract amount that exceeds the City Manager’s signing authority shall be approved by the City Council.

FISCAL IMPACT
The fiscal impact of the proposed PSA is for the total amount not-to-exceed $128,200.
Acceptance of the proposed HSIP Cycle 12 grant funds to the Project budget would support the PSA with Caltrans. If approved, the corresponding revenues would be appropriated to the Project budget through a budget amendment resolution (BAR) within the Grant Fund (2301-441002) in the amount of $115,380 and an additional BAR for expenditures within the Capital Projects Fund (4320-PWD-CIPS-902-17049-690050), as summarized in Table 2 on the following page.
