2. Authorize the City Clerk to file a Notice of Completion with the Riverside County Recorder’s Office.

DISCUSSION
The Cherry Hills Facility Improvements – Phase I Project, CIP No. 23-13 (Project), located at 26800 Cherry Hills Boulevard, is a project to provide interior improvements to an existing building that was previously operating as a Bank of America for the Sun City community. The City purchased the 9,800 square-foot facility in April 2023 with the intention of providing additional space for the expanding Menifee Police Department (MPD), which currently operates out of a leased satellite office located in the nearby Cherry Hills Plaza.

On November 27, 2024, the City’s consultant, Cardinal Environmental, Inc., completed a final asbestos report that identified multiple areas within the facility where asbestos and lead were present. In accordance with regulatory requirements, asbestos abatement was required prior to the design and construction of any tenant improvements. The first phase of the Project addressed abatement in approximately 9,800 square feet of the facility designated for MPD staff. Abatement efforts included the removal and disposal of hazardous materials, as well as the removal of interior finishes necessary to complete the process, such as cabinetry, ceiling tiles and grid system, plumbing fixtures, ducting, toilets, faucets, and drywall.

On May 7, 2025, the City Council approved a construction contract with Integrated Demolition and Remediation, Inc. (Contractor) to perform the required asbestos abatement in the amount of $172,300. The total approved construction budget was $199,500. No contract change orders

occurred during construction. The final overall cost for the Project was completed under budget for a total amount of $182,160, which included ancillary costs such as labor compliance services.

With abatement efforts complete, the City’s consultant surveyed the interior area of the building to begin design for the phase I remodel of the facility. Included in phase I of the Project is the remodeling of approximately 3,000 of the 9,800 square-foot building which would provide offices, breakroom, conference room, restrooms, locker room and information technology room to support the operations of various divisions of the Menifee Police Department. Additional site improvements include enhancements to Americans with Disabilities Act (ADA) accessibility and trash enclosures. The City’s consultant is nearing final design with 100 percent construction documents anticipated to be submitted to the Building and Safety Division in early November 2025. The City Anticipates advertising for construction in early 2026. The remaining 6,800 square feet would be remodeled during a future phase.

If approved, a Notice of Completion (NOC) would be filed, which protects the City from future claims against the Project by providing proper noticing to each contractor, subcontractor, and material supplier that the Project has been completed. The payment bond would be released upon Project acceptance by the City, and the performance bond would be released one year after the date of recording of the NOC. The City has not received any stop notices that would prevent said releases.
