RECOMMENDED ACTION
1. Accept the public improvements for streets, drainage, water, and sewer systems for Tract Map 28206, located at the southwest intersection of Craig Avenue and Palomar Road; and
2. Authorize the City Engineer to release 90% of the posted securities per the City’s Standard Policies.
DISCUSSION
Pulte Homes Co., LLC (Developer) is the developer of Tract Map No. 28206, Windsor (Project), a subdivision of 17.516 gross acres of land into 65 single-family residential units, located at the southwest intersection of Craig Avenue and Palomar Road, as depicted in the attached Project Map.
The Developer has completed the construction of streets, drainage, water, and sewer system improvements and is requesting acceptance of the completed improvements into the City’s maintenance system. Staff have inspected the completed improvements and determined that they have been constructed in accordance with the City’s specifications and standards. Staff also verified that all project conditions of approval have been met to release the faithful performance and material and labor securities in accordance with City policy.
A 10% warranty security would be held for a period of one year in accordance with the City’s Municipal Code. The original posted security improvements are listed in Table 1 on the following page.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. The developer has paid all necessary fees and deposits to cover the costs of the required inspections of the completed improvements. Ongoing maintenance costs for the improvements would be supported through approved Fiscal Year 2025/2026 operating budgets in Community Facilities District (CFD) 2015- 2, Zone 18.
