RECOMMENDED ACTION
1. Accept the California Department of Transportation’s (Caltrans) Highway Safety Improvement Program (HSIP) Cycle 12 grant funds in the amount of $49,770 for the Citywide Pedestrian Crossing Improvements Project, Capital Improvement Program (CIP) Project No. 26-04; and
2. Approve and authorize the City Manager to execute a Program Supplemental Agreement with Caltrans for the project plans, specifications and estimates phase of the project; and
3. Adopt two budget amendment resolutions amending the Fiscal Year appropriating $49,770 in corresponding revenues within the Grant Fund 2301 and expenditures within the Capital Projects Fund 4320 to the Project account.
DISCUSSION
Caltrans administers the HSIP Grant (Grant), which provides funding to jurisdictions in support of projects that significantly reduce serious injuries and fatalities on public roads. Funding for this competitive grant is derived from various federal and state funds, such as the State Highway Account Fund under Senate Bill 137.
In 2022, the City of Menifee developed a Local Road Safety Plan (LRSP) which identified key crash factors and established five emphasis areas to guide future safety improvements aimed at reducing traffic-related injuries. The LRSP’s fourth emphasis area is vulnerable road users and focuses on pedestrian and bicyclist safety. The safety of vulnerable road users is a top priority in the City, as they have the highest potential for experiencing severe injury as a result of a crash.
The LRSP identifies installing or upgrading pedestrian crossings at uncontrolled locations as an effective strategy for improving safety within this emphasis area.

The Citywide Pedestrian Crossing Improvements Project, CIP No. 26-04 (Project) proposes to install rectangular rapid flashing beacons (RRFB) at uncontrolled pedestrian crossings in alignment with the LRSP. Staff incorporated the prescribed strategy from the LRSP to determine the locations of highest need for the Project by first identifying all uncontrolled pedestrian crossings in the City and then prioritizing improvements at the crossings surrounding schools due to the high pedestrian volume. The locations selected for improvement through the Project would complete the City’s network of upgraded pedestrian crossings surrounding school zones. The estimated total Project cost would be just over $373,000.
In September 2024, staff submitted an application in response to the HSIP Cycle 12 Call for Projects. The application requested funding support in the amount of $335,700 for the Project. In February 2025, the City was notified that the Project was approved for funding in the entire amount requested. However, Caltrans allocates grant awards by phase and the current grant funding in the amount of $49,770 would support the Plans, Specifications and Estimates (PS&E) phase and would require the City to provide a 10% local match, as outlined in Table 1 below. An additional allocation request to support the construction phase would be submitted to Caltrans as the Project progresses and Staff would return to City Council at a future meeting for consideration to approve future PSAs and/or the appropriation of additional grant funds.

TOTAL $335,700 $37,300 $373,000
The amount of the proposed PSA exceeds the City Manager’s signing authority. Pursuant to Resolution No. 24-1569 and Menifee Municipal Code §3.12.060, any contract amount that exceeds the City Manager’s signing authority shall be approved by the City Council.

FISCAL IMPACT
The fiscal impact of the proposed PSA is for a total amount not-to-exceed $49,770. Acceptance of the proposed HSIP Cycle 12 grant funds to the Project budget would support the PSA with Caltrans. If approved, the corresponding revenues would be appropriated to the Project budget through a Budget Amendment Resolution (BAR) within the Grant Fund (2301-441002) in the amount of $49,770 and an additional BAR for expenditures within the Capital Projects Fund (4320-PWD-CIPS-902-17051-690050), as summarized in Table 2 on the following page.

If approved, the $49,770 appropriated through the proposed BARs to the Grant Fund would supplement the existing Project budget that is available in the FY 2025/2026 CIP budget within the Capital Projects Fund, as summarized in Table 3 below.
