DISCUSSION
The Regional Early Action Planning (REAP) 2.0 Grant Program focuses on investing early actions to accelerate infill housing development facilitating housing supply, choice, and affordability, affirmatively furthering fair housing and reducing vehicle miles traveled across the region. The REAP 2.0 Grant is funded by the Southern California Association of Governments (SCAG) and administered by WRCOG. The program was established as part of the 2021 California Comeback Plan under Assembly Bill 140.
On September 17, 2025, the City Council authorized the execution of an agreement with WRCOG to receive on-call professional services via a consultant chosen by the City to update the City’s existing Permit Ready Accessory Dwelling Unit (PRADU) Plans. The PRADU Plans were prepared under the 2022 California Building Standards Code (Title 24) and allow residents to access cost effective and expedited options for constructing Accessory Dwelling Units (ADUs).
Beginning January 1, 2026, the 2025 California Building Standards Code will take effect, requiring

Once approved, the City would submit a reimbursement request to WRCOG for the on-call professional services expenses incurred by the City at a not-to-exceed amount of $20,000. Grant expenditures are required to be exhausted by June 30, 2026.

FISCAL IMPACT
