DISCUSSION
Parcel Map 39197 (PM39197), also known as a portion of the Menifee Valley Specific Plan (Project), is a proposed subdivision of 236.7 gross acres of land into four lots for financing purposes. No entitlement is granted by this action. The Project is located west of Briggs Road, south of McLaughlin Road, and north of Matthews Road.

Minor Ranch LLC, a Delaware Limited Liability Company (Developer), is now requesting approval and filing of the Parcel Map 39197 for financing purposes and approval of the associated Agreement for Placement of Survey Monuments (Agreement) as required by the Project’s conditions of approval. The Agreement requires that improvement securities be posted to guarantee the completion of the required survey monuments within 24 months from the date of City Council approval.

Staff has reviewed the Developer’s request and determined that the associated Agreement meets the requirements of the Project’s conditions of approval. A summary of the bond being posted to guarantee the survey monuments is shown in the table on the following page.
