RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute Amendment No. 1 to the Professional Services Agreement with Architerra Design Group for on-call landscape design and inspection services, increasing the amount by $200,000 for a total not-to-exceed amount of $300,000; and
2. Authorize the Finance Department to issue individual purchase orders on an as-needed basis in the aggregate of the not-to-exceed amount approved for the agreement.
DISCUSSION
The Planning Division of the Community Development Department currently utilizes Architerra Design Group to provide necessary planning services on an as-needed basis including landscape plan review and inspections. Per the City’s Professional Services Policy, on June 30, 2025, the City administratively entered into a Professional Services Agreement (PSA) with Architerra Design Group under the City Manager’s signing authority for a not-to-exceed amount of $100,000 for Fiscal Year (FY) 2025/2026.
In April 2025, the City was notified that Kobata, Inc, an on-call consultant extensively utilized for landscaping review and inspections for tract projects, would be closing their operations as of June 30, 2025. To maintain continuity of services and avoid disruption to active development projects, Architerra Design Group was requested to assume the projects previously handled by Kobata, Inc. As a result of this substantial increase in services needed, staff is requesting an amendment of $200,000 for a not-to-exceed contract amount of $300,000. All other terms of the agreement shall remain the same. Pursuant to Resolution No. 24-1569 and Menifee Municipal Code §3.12.150, amendments or change orders in the aggregate amount greater than 10% of the

agreement amount, exceeds a time extension of 120 days, or that exceeds the City Manager’s signing authority shall be approved by the City Council.

FISCAL IMPACT
The fiscal impact of the proposed amendment with Architerra Design Group is $200,000 for a new total not-to-exceed amount of $300,000 for FY 2025/2026, contingent on budget availability.
Funding for a portion of the proposed amendment is available in the approved FY2025/2026 operating budget within the Professional Services – Recoverable for Planning within the General Fund (PLNG-652825). These expenditures are fully recoverable through the developer deposits and fees. No additional budget appropriation is required for this action.
