In the delivery of municipal services, the City of Menifee utilizes a variety of technology hardware and software systems. Standard employee hardware includes a combination of laptop and desktop computers, monitors, and in the case of Menifee Police Department, Getac laptops, which provide mobility and enhanced durability protection in field operations. The City of Menifee is committed to ensuring that employees have access to modern and reliable technology to perform their duties effectively. As part of this commitment, the Information Technology (IT)

Department regularly assesses the state of the City's computing equipment and identifies when replacements are necessary to maintain optimal performance and security.

At the December 17, 2024 City Council Meeting, the Council approved the as-needed purchase of laptops, desktops, and monitors through three different vendors; Saitech, Inc., SHI International, and Howard Technology Solutions. This request supplements the previously approved Council action, allowing purchases through two additional vendors, MNJ Technologies and DCW Inc.

The City recently initiated a new Request for Quotations (RFQ) process to reassess its technology hardware procurement options. This step was taken to ensure the City is receiving the most competitive pricing and the greatest flexibility in terms of product availability and delivery timelines. The evaluation of submissions led to the selection of two additional vendors whose proposals demonstrated significant cost savings and better logistical capabilities. Adding these vendors directly supports the City's goal of improving efficiency and maximizing taxpayer value in IT expenditures. Staff is requesting the two vendors, MNJ Technologies and DCW Inc., be added to the City’s Qualified Suppliers List for technology hardware procurement. Expanding the vendor pool to five qualified suppliers would address the challenges faced when ordering laptops, computers and accessories. When one vendor experiences extended lead times, the IT Department has the flexibility to pivot to another approved vendor in the pool to expedite delivery and minimize operational disruptions.

The purchase of laptops, desktops, and monitors using cooperative agreements OMNIA R250307 and OMNIA 01-148 would increase product procurement timing and result in cost savings.

Utilization of this agreement type is permitted under the Menifee Municipal Code Section

3.12.210.

This strategy promotes fiscal responsibility and operational efficiency. At the beginning of each future fiscal year, staff would solicit updated pricing quotes from all five vendors. This annual competitive review ensures that the City obtains the most competitive cooperative purchasing pricing available, without being locked into a single vendor. The pre-authorization of multiple vendors streamlines procurement while maintaining price competitiveness and product availability.

STRATEGIC PLAN OBJECTIVE
Regular City Business

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. The proposed action is to add two additional vendors to list of qualified vendors. The total amount would remain the not-to- exceed $300,000 in aggregate per year across all authorized suppliers as was previously approved.
