A bid opening for the above-mentioned project was held on October 8 , 2025, at 3:00 PM on the City’s PlanetBids Vendor Portal.

er section 22, REJECTION OF BIDS, page 10, of the “Instructions to Bidders”; City staff, after further review of the bids received, recommends to reject all bids and to re-advertise the project due to the following:

he City has determined that it is in its best interest to solicit proposals from multiple vendors for this project. Accordingly, it is recommended that the City reject all responsive and responsible bids received and re-advertise the project for competitive bidding via an RFQ. It should be noted that the competitive bidding process does not permit the award of the contract to more than one bidder. We invite interested vendors, including those who previously submitted bids, to participate in the upcoming solicitation process.

ursuant to California Public Contract Code Section 20166 at the December 3, 2025, regular City Council meeting staff is requesting City Council formally reject all bids and authorize staff to issue a new bid for the project. New bid documents will be posted on PlanetBids.
