CITY OF MENIFEE
SUBJECT: Agreement Amendments for the Capital Improvement Program Division of the Public Works Department
MEETING DATE: December 17, 2025
TO: Mayor and City Council
PREPARED BY: Jenny McConville, Management Analyst
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------
RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute amendments with T.Y. Lin International, Engineering Resources of Southern California, Inc., NV5, Inc., Studio 2G Architects, LLP., and BFK Architecture & Planning, extending the terms of service for various Professional Services Agreements supporting the Capital Improvement Program Division of the Public Works Department.
DISCUSSION
The Capital Improvement Program (CIP) Division of the Public Works Department is responsible for the review and delivery of projects in a timely and cost-effective manner. In order to do this, the CIP division utilizes professional service agreements (Agreements) to support staff in processing more technical and specialized elements of project delivery. These services include, but are not limited to, various aspects of plan review, architectural and design support, environmental assessment, project inspection, and construction management services.
Due to the nature of project delivery, there are instances when agreements must be extended beyond their original terms to allow for the scope of services to be completed. This is necessary due to project tasks that may be delayed by circumstances outside the City’s control, which often include complying with external regulatory agency requirements or project material delivery and utility coordination delays. Staff have determined that it is necessary to extend the terms of several existing agreements for the reasons stated above. All agreements to be extended currently expire on December 31, 2025.
Details for each of the attached proposed agreement amendments are provided on subsequent pages. The following projects are in various phases of activity and are ongoing, requiring term extensions to ensure the scope of work is fulfilled by the respective firms.

CIP 13-03 Holland Road/I-215 Overcrossing Project – Professional Environmental and Civil Engineering Services Agreement with T.Y. Lin International (T.Y Lin) The construction phase is completed. The contractor has completed punch list items and submitted the required closeout documents and as-builts. T.Y. Lin is tasked with compiling this information and submitting it to the California Department of Transportation (Caltrans) and the City for review and approval prior to final project acceptance. Amendment no. 9 would extend the current agreement by four months from its current termination date and allow the additional time necessary to complete the required closeout tasks. The proposed amendment is for term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 1 below.

CIP 20-13 Paloma Wash Pedestrian Bridge Project – Design Services Agreement with Engineering Resources of Southern California, Inc. (ERSC) The prefabricated bridge has been placed. Construction is ongoing and anticipated to be completed in January 2026. The design and manufacturing of the bridge were bid separately. The project required additional design and coordination efforts to comply with Riverside County Flood Control and Water Conservation District’s maintenance requirements. Amendment no. 5 would allow ERSC to complete their full scope of work, which includes support for post-construction tasks such as finalizing as-built plans. The proposed amendment is for term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 2 below.

CIP 23-01 Murrieta Road Bridge over Salt Creek Project – Architectural and Engineering Design Services Agreement with NV5, Inc.
NV5 was awarded separate design contracts for the Murrieta Road Bridge over Salt Creek project and also the Bradley Road Bridge over Salt Creek project. As a result of receiving federal funding for the Bradley Bridge, NV5 requested and received authorization from the City to concentrate all of their efforts on updating the Bradley Bridge plans to the latest seismic and bridge standards in an effort to move the Bradley Bridge into the bidding phase quickly. This focused work also required addressing additional trail-related encroachment permit issues and resolution to a last- minute request from Southern California Edison (SCE) to install additional conduits within the Bradley Bridge cell. Ultimately, this priority shift in project focus impacted the timeline for the design for the Murrieta Road Bridge over Salt Creek project, which was placed on hold. The design efforts on the Murrieta Bridge have now restarted. Amendment No. 2 would allow the Murrieta Bridge design phase to continue and NV5 to complete the full scope of work. The proposed amendment is for a term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 3.

CIP 23-13 Cherry Hills Facility Improvements Ph. I Project – Architectural and Engineering Services Agreement with Studio 2G Architects, LLP (Studio 2G) The project required asbestos abatement and now requires post-abatement redesign to ensure best use of the existing and renovated space. Amendment No. 1 would allow Studio 2G to complete their full scope of work, including the post-abatement redesign efforts. The proposed amendment is for a term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 4 below.

CIP 24-05 Fire Station No. 76 Living Area Improvements – Architectural and Engineering Services Agreement with BFK Architecture & Planning (BFK) The project is currently under construction and is anticipated to be completed by mid-2026. The permitting and design coordination efforts required more time than originally anticipated to ensure the improvements were in compliance with local building code requirements. Amendment no. 1 would allow BFK to complete their full scope of work, which includes post-construction support for tasks such as finalizing as-built plans. The proposed amendment is for a term extension only and would not increase the total not-to-exceed amount of the agreement, as outlined in Table 5 below.
