CITY OF MENIFEE
SUBJECT: Contract Change Order with Ames Construction for the Bradley Road Bridge over Salt Creek Project
MEETING DATE: January 21, 2026
TO: Mayor and City Council
PREPARED BY: Jenny McConville, Management Analyst
REVIEWED BY: Nick Fidler, Public Works Director

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute Contract Change Order No. 2 with Ames Construction to extend the number of working days and increase the compensation by $174,487.88, for a total contract amount not-to-exceed $16,340,419.41, for the Bradley Road Bridge over Salt Creek Project, Capital Improvement Program Project No. 13-04, located on Bradley Road just south of Rio Vista Drive and continues to just north of Potomac Drive.

DISCUSSION
The Bradley Road Bridge over Salt Creek Project, Capital Improvement Program (CIP) Project No. 13-04 (Project), is located on Bradley Road just south of Rio Vista Drive and continues to just north of Potomac Drive. The Project replaces the existing low-flow crossing located on Bradley Road at the Salt Creek Channel with an all-weather bridge to accommodate the conveyance of 100-year flood events. The Project includes access ramps on either side of the bridge abutments, major drainage improvements, relocation of the existing Salt Creek Trail crossing, and the installation of bridge lighting and striping.

On May 7, 2025, the City Council approved a construction budget of $18,589,312.80 and awarded a construction services contract (Contract) to Ames Construction (Contractor) in the amount of $16,152,581.15. Construction work for the Project began in August 2025.

Although staff make every effort to carefully study and anticipate the extent of the scope of work required to achieve project goals, unforeseen needs are often encountered as a project progresses. Unknown site conditions and utility conflicts discovered during construction activities can result in the requirement of additional work outside of the original scope and contract amount.

These changes are addressed in the form of a Contract Change Order (CCO).

Following the award of the construction contract to the Contractor, it was determined that the existing permits received from the Riverside County Flood Control and Water Conservation

District (District) did not authorize the City to utilize the access road needed to establish the temporary detour for the Salt Creek Trail crossing. The Salt Creek Trail detour is necessary to maintain access and ensure safe connectivity for multimodal traffic while the Project is under construction. Once the necessary permit was secured from the District, the Contractor was required to install additional signage, striping, and enhancements to establish the Salt Creek Trail temporary detour in accordance with the District’s standards. Additional efforts included removing and replacing fencing where necessary, installing trail detour signage, and furnishing and constructing a Decomposed Granite (DG) pathway. CCO No. 2 would compensate the Contractor for the costs associated with the construction of the Salt Creek Trail detour along the District’s flood channel access road.

CCO No. 2 includes $174,487.88 to compensate the Contractor for the costs associated with the construction of the temporary Salt Creek Trail detour along the District’s flood channel access road. The contract activity, including all CCOs to date, is summarized in Table 1 below.
