A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MENIFEE, CALIFORNIA DENYING APPEAL NO. PLN25-0208 SUBMITTED ON
BEHALF OF THE GOLDEN STATE ENVIRONMENTAL JUSTICE
ALLIANCE FOR THE MENIFEE (PEMCOR) BUSINESS PARK
PROJECT, PLOT PLAN NO. PLN23-0245
WHEREAS, on December 21, 2023, the project applicant, Pemcor Properties, Inc. (“Applicant”), filed a formal application with the City of Menifee for the approval of Plot Plan (PP) No. PLN23-0245 Menifee (Pemcor) Business Park Project, a business park development consisting of 11 single-story buildings ranging in size from approximately 23,100 square feet to 37,840 square feet (total 337,770 square feet) on approximately 20 acres. The site is generally located in the southern area of the City, south of Scott Road, north of Keller Road, west of Interstate 215, along the western side of Zeiders Road (APN: 384-150-001); and
WHEREAS, collectively, all the applications are referred to as the “Project” or “Menifee (Pemcor) Business Park Project”; and
WHEREAS, pursuant to the requirements of the California Environmental Quality Act (CEQA), a Final Environmental Impact Report (EIR) and Mitigation Monitoring Reporting Program (MMRP) have been prepared to analyze and mitigate the Project's potentially significant environmental impacts; and
WHEREAS, on November 12, 2025, at a legally noticed public hearing, the Planning Commission voted 4-0-1 (Ramirez abstain) to certify the EIR, Findings of Fact, MMRP, and approve PP No. PLN23-0245 for the Project; and WHEREAS, on November 19, 2025, an application to appeal Planning Commission certification of the EIR for the Project and approval of PP No. PLN23-0245 was submitted by the Golden State Environmental Justice Alliance (GSEJA); and WHEREAS, on January 21, 2026, the City Council held a public hearing on the appeal of the Planning Commission’s approval of Plot Plan No. PLN23-0245 and continued the public hearing to a date certain, February 4, 2026; and WHEREAS, on February 4, 2026, the City Council of the City of Menifee held a public hearing on Appeal No. PLN25-0208 of the Planning Commission’s certification of the EIR and approval of PP No. PLN23-0245, considered all public testimony as well as all materials in the staff report and accompanying documents for the appeal, which hearing was publicly noticed by a publication in The Press Enterprise, a newspaper of general circulation, an agenda posting, notice to property owners within 1,000 feet of the Project boundaries, on-site posting at the Project site, and to persons requesting public notice.
NOW, THEREFORE, the City Council of the City of Menifee resolves as follows:
1. That the City Council finds the facts presented within the public record and within Exhibit “A” of the Resolution provides the basis to deny Appeal No. PLN25-0208.
