RECOMMENDED ACTION

1. Review and discuss naming the bridge over Salt Creek at Bradley Road the “Bradley Road Veterans Memorial Bridge.”

DISCUSSION
In February 2025, Councilmember Temple requested a future agenda item to consider naming the bridge over Salt Creek at Bradley Road the “Bradley Road Veterans Memorial Bridge” to appropriately honor veterans living in and near Menifee. This agenda report includes the steps that would be necessary to implement that change including revisions to the City’s existing naming policy and providing formal direction to name the bridge at Bradley and Salt Creek as the “Bradley Road Veterans Memorial Bridge.”
According to U.S. Census Bureau data, there are more than 8,300 veterans living in Menifee, which is more than 1.5 times the rate of nearby Riverside-San Bernardino-Ontario metro areas.

These veterans have represented the United States in conflicts dating to the Vietnam War era, and earlier. They have proudly and bravely defended our nation and are more-than-worthy of a facility naming that recognizes, honors, and serves as a reminder of their service.

The bridge over Salt Creek at Bradley Road is a signature capital improvement project for the City. It consists of a 365-foot structural, seismic and hydraulic state-of-the-art bridge, which will include two vehicle travel lanes together with dedicated bicycle lanes and sidewalks in each direction. The project will cost $16 million, which is fully funded through a combination of federal programs, County of Riverside Flood Control, Local Transportation Climate Adaptation Program, City of Menifee Quality of Life Measure, and other local funds.

The City has an adopted facility naming policy – Policy CC-17 – but it currently only applies to parks and recreation facilities. The purpose of that policy is to provide a formal structure to ensure

the culture and history of Menifee, function, geographical location, and historic significance or geological features of a facility are considered in the naming process. To that end, the policy creates a process through which citizens can request a facility renaming, requires recommendations from the Parks, Recreation and Trails Commission, and imposes other guidelines and limitations when facilities are named after individuals.

Naming the bridge over Salt Creek at Bradley Road the “Bradley Road Veterans Memorial Bridge” would require amending the existing policy to include the naming of all City owned facilities and public infrastructure, not just parks and recreation facilities. Additionally, the City Council may wish to consider allowing a City owned facility or public infrastructure to be named or renamed without first submitting an application and/or obtaining input from a recommending body. A copy of the existing Park and Recreation Facility Naming Policy is attached for reference.

Should the City Council wish to move forward with naming the bridge over Salt Creek at Bradley Road, staff would begin by preparing an amendment to the existing Park and Recreation Facility Naming Policy to include all city parks, facilities, and public infrastructure, for review and consideration by the City Council at a future meeting. The policy parameters would establish the process for naming the bridge over Salt Creek at Bradley Road.
