Message from the City Manager
As the City of Menifee continues to mature, we are beginning to run like a well-built engine - multifaceted, purposeful, and designed to move progress forward. But even the strongest engine only performs at its best when every component is finely tuned and works in harmony. Strategy sets the direction, and resources provide the fuel, but it’s the people inside the organization who make it run smoothly. When we invest in our team members by developing their skills, supporting their growth, and recognizing their contributions, we ensure that each part of the engine is operating at peak performance, driving sustained success, and long-term impact.

Menifee is continuing to grow and thrive into one of Southern California’s premier cities thanks to the collective efforts of our City staff, Executive Team, and City Council. Menifee has not only become the largest city in Southwest Riverside County, but it has also become an industry leader and is quickly gaining national attention as an award- winning city. By continuing to focus on shared strategic priorities and remaining results-oriented, Menifee is making significant progress and is well positioned for ongoing success.

In 2025, Menifee added 40 new storefronts and approved nearly one million square feet of job-creating development. Over the last ten years, recurring sales tax has grown 131% and property tax valuation has grown 124%. Our focus on economic development has allowed us to sustain key investments in our community, with over $13.2 million in new infrastructure funding in FY 2025/2026 and $14.3 million in 2026/2027. Menifee’s financial valuation has changed significantly since the City’s incorporation and is estimated to be $18 billion in 2025.

Due to our dynamic growth, which is expected to continue over time as we evolve, we must remain forward- thinking to improve efficiencies, maximize opportunities, and position Menifee to meet the challenges ahead. The organizational arrangement of service delivery and leadership will require a dynamic approach that allows us to pivot and address the evolutional trends that shape the needs of our community.

Ensuring that Menifee remains a fiscally sustainable city is also a key priority. By leveraging our economic development opportunities and practicing purposeful planning, we can help ensure that our City continues to provide top-tier projects, programs, and services to our community. Initiatives like the Innovation District Specific Plan and the Comprehensive Economic Development Strategy will further bolster job growth and the economic prosperity of Menifee. We have also seen tremendous growth in the Menifee Valley Chamber of Commerce and our partnership is stronger than ever. While some cities in California are expected to face financial struggles this year, Menifee will continue to prosper because of our strategic approach and commitment to our shared vision.

I am proud of the work we have accomplished this past year and remain even more optimistic about the opportunities that we have ahead. Our City is running strong, not by chance, but by design. Like a well-built engine, our progress comes from many finely tuned parts working together: dedicated employees, strong leadership, responsible stewardship, and a shared commitment to the future. When each part is cared for and aligned, the engine doesn’t just run, it performs. That’s how we sustain momentum, meet new challenges with confidence, and continue moving Menifee forward with purpose and precision.

OVER $14 MILLION IN COMPLETED PROJECTS IN 2025
Menifee continues to make significant investments in our local infrastructure that reflects the City’s strong commitment to smart, sustainable growth and a high quality of life.

In 2025, Menifee broke ground on the highly anticipated Bradley Bridge over Salt Creek project to address the historic flooding of Bradley Road during rain events. The project will provide reliable north/south connectivity and help ensure faster response times for first responders serving the Menifee community.

We are also setting the foundation for major infrastructure interchange enhancements along the I-215 corridor including improvements and widening of the I-215/McCall Boulevard Interchange and the new interchange planned for the I-215/Garbani Road. These transformational projects will further enhance mobility for our residents and fuel future economic development opportunities.

With nearly $30 million budgeted for 33 Capital Improvement Program (CIP) projects over the next two fiscal years, our Public Works team remains dedicated to addressing Menifee’s infrastructure needs, enhancing community safety, and supporting the city’s continued growth.

Developing a Distinct Sense of Place
The City of Menifee completed the Placemaking, Unique Identity & Tourism Master Plan, which provides a bold and forward-thinking roadmap to determine, define, and elevate what makes our city truly special. This critical blueprint, developed with input from residents, businesses, and regional partners, will help guide future planning efforts to shape Menifee’s future while preserving qualities that make it unique.

The City Council took a major step in preserving the City’s unique identify with the approval of purchasing nearly 400 acres to ensure that the Menifee Hills remains open space in perpetuity. These iconic vistas are visible for miles and will provide future opportunities for recreational tourism.

Celebrating its 10-year anniversary this year, the Community Services Department hosted over 80 special events and was able to secure a $750,000 matching grant from the Outdoor Recreation Legacy Program for the development of the Quail Valley Nature Park. 5 8 8

Providing open and transparent communications with the Menifee community remains a top priority to strengthen transparency and help residents to better understand the vision for our city. In an effort to further enhance the City’s communications capabilities, the audio-visual team was moved under the Communications Division to allow for stronger collaboration and resource sharing.

Menifee TV continues to produce high-quality content and received four awards from the National Association of Telecommunications Officers and Advisors. Menifee TV debuted a new program, “Menifee in the Works,” highlighting the great work of the City’s public works team from major infrastructure projects to road repairs and graffiti removal. The City’s quarterly magazine, “Menifee Matters,” was recognized by the California Association of Public Information Officials as the best publication of its kind in California. The Communication team is continuing to elevate this publication and an exciting new redesign is expected for 2026.

The City of Menifee’s Citizens Academy also completed its 4 consecutive year, providing residents and business owners with a detailed, behind-the-scenes overview of the City’s operations and an opportunity to interact directly with our executive team. The Citizens Academy program continues to be offered twice per year and has proven very successful in creating strong connections between our community and their local government.

The City of Menifee has been planning with purpose to support smart growth in our community and ensure that businesses can thrive.

Successful business and economic development foster a community where residents have access to goods and services, a variety of housing choices, employment, and well-paying jobs.

In December, the City Council held a special meeting to review a Land Use Financial Analysis presentation that provided critical data highlighting the need to explore revenue generation avenues that maximize return on investment and balance our residential growth.

This information will be critical in guiding the City’s smart growth decisions to ensure that we continue to meet the long-term demands of our residents and businesses.

Multiple new businesses across several sectors including healthcare, wellness, and new dining choices opened their doors in Menifee.

Construction also began on the City’s second major hotel, Hampton Inn, with three more on the way which will help to support future tourism initiatives and provide additional revenue for City programs and services.

Maintaining a strong, strategic approach to economic development remains vital to Menifee’s long-term success and will remain a key priority for 2026.

Menifee was named a Top 20 Safest City in California for the second year in a row. This achievement is made possible by the tremendous work of both the Menifee Police Department and our partnership with CAL FIRE/Riverside County Fire Department.

Menifee continues to invest in our public safety resources and officially opened Quail Valley Fire Station 5 in January 2025. This new facility replaced the original fire station built during the 1950’s with a modern, state-of-the-art fire station that will be able to serve the Menifee community well into the future. Planning has also begun on our next station, Fire Station 74, to be located in the Heritage Lake community.

Menifee Police Department (PD) is leveraging new technology to keep our community safe and adopted the Drone First Responder (DFR) Program. This innovative initiative allows a drone to be dispatched to an incident, gathering vital information and live video to help assist officers on the ground and keep them safe.

Menifee PD also launched their first Police Recruit position, which provides a creative and sustainable way to invest in individuals early in their law enforcement careers, while also helping strengthen the department’s culture and long-term succession planning. 16,423
