SPECIAL MEETING (4:00 PM)
1. CALL TO ORDER
Acting Mayor Karwin called the meeting to order at 4:00 PM.
2. ROLL CALL
Present: Bob Karwin, Ben Diederich, Dan Temple, Dean Deines
Absent: Ricky Estrada
3. PLEDGE OF ALLEGIANCE
Acting Mayor Karwin led the flag salute.
4. DISCUSSION ITEMS
4.1 Fiscal Year 2025/26 Mid -Year Budget Adjustments and Review, Including a Capital Improvement Program Status Update
Chief Financial Officer Travis Hickey, Deputy Finance Director Margarita Cornejo, and Public Works Director Nick Fidler provided a presentation.
The City Council asked staff questions.
ACTION
1. Accepted the Fiscal Year 2025/26 Mid-Year Budget review and approve the additional budget revenue and appropriations as presented; and
2. Adopted Resolution No. 26-1674, adjusting the budget for Fiscal Year 2025/26 Mid- Year Budget; and
3. Adopted Resolution No. 26-1675, updating the City’s Authorized Position Listing & Salary Schedule approving staffing modifications; and
4. Adopted Resolution No. 26-1676, amending Resolution No. 19-838, updating the language to clarify existing practices and currently available benefits for city executive employees; and
5. Adopted Resolution No. 26-1677, amending Resolution No. 25-1584, amending the confidential personnel resolution to better reflect current departmental structures; and

6. Authorized the Finance Department to process as needed transfers of direct personnel expenditures actuals and corresponding budget associated with Capital Improvement Project Program efforts from the Operating Budget to the Capital Budget; and
7. Received an update on the Fiscal Year 2025/26 Capital Improvement Program.
