HEALTH SYSTEMS
We appreciate the opportunity to provide a response to these comments. In this response, we provide information regarding the Standards of Coverage (SOC) and Community Risk Assessment (CRA) review that is being conducted (with involvement and cooperation from all contract cities) to help shape the future of our regional system. We also provide additional data that sets greater context on fire response activity in and around Menifee. Lastly, we provide an update on "nex steps" under discussion with the Cities of Perris and Wildomar on Fire system enhancements under consideration.

First, it is important to state that Riverside County and the Riverside County Fire Department greatly value our partnership with the City of Menifee, as we do with each of our 19 contract cities, to provide an integrated, cooperative, and regional fire protection system. We are very proud of the excellent service that our Fire Department personnel provide to your constituents, and we greatly appreciate that the City recognizes that excellent quality of service as well. We also acknowledge and thank the City for the very significant investments that you have made to expand the fire operation as the City has grown.

Regional Fire Protection System
There is great value, collectively and individually, in being part of the regional County system. It assures that the closest appropriate resource is dispatched to all emergencies, utilizing one Emergency Command COUNTY ADMINISTRATIVE CENTER Center with access to County, City and State resources. Under the 4080 LEMON STREET, 4TH FLOOR

by the State and County. Further, our personnel have a high level of expertise and experience in firefighter program are pooled for efficiency. Each entity only pays their proportionate share of the overall support system.

While the current system has (and continues to) serve all partners well, we also recognize the need to periodically review how the system is structured, and paid for, so that it continues to work efficiently and provides long-term value to all partners. As such, in 2023 Riverside County Fire initiated a process to evaluate responses, coverage levels and policies. This has led to a work secured funding, prepared a scope of work, issued a Request for Proposals, evaluated applications, and awarded a contract to Citygate on May 20°, 2025. As part of this process, Citygate will meet with each contract city. This will be an opportunity for each partner city to identify needs, priorities, concerns, and future vision as we shape the regional system together. We will be scheduling time with Menifee in the near future, and truly welcome your input.

The final report is to identify cost allocation methods and define future needs of the department, recommended goals, objectives, and implementation strategy to meet those needs for the next ten years. This study will be the basis of conversations with our City partners as we look to develop response standards and implementation plans. This effort will be aided through the use of "SMART" mapping showing population density, future development impacts and mitigation, and future station coverage based on travel times for fire equipment, using our computer automated dispatch system (CAD).

Neighboring Jurisdictions
The email correspondence from October 1 (copy attached) references the call imbalance between units within (and funded by) Menifee when responding outside of the City. In particular, it focuses on the imbalance in the Assistance Given/Received with Perris and Wildomar.

The statistics (furnished by County Fire) are accurate and provide a snapshot-in-time over the last two Fiscal Years (FY 23/24 and FY 24/25). While accurate, it is also important that we share additional data that more fully presents a complete picture of call activity, which is evolving, and includes various factors that should also be considered.

Below, please find the following table which breaks out the call information further between Menifee and Perris. Please note that the overall numbers are higher than in the City's table, since these reflect individual apparatus as opposed to calls, so that it captures multiple units responding to some calls.

As can be seen above, the imbalance in assistance given/received was significantly lower in FY 24/25 than in 23/24. This is a result of additional investments made by Perris in a medic squad which was brought on-line in the last fiscal year.

The table below also provides important context as to the actual impact in response hours. Some calls are more involved (such as structure fires) and require a greater and longer commitment of apparatus, so it is important to look at the detail beyond just comparing total call volume statistics.

Next Steps
County Fire is currently working with Perris on a plan for a temporary station on the south side of the City. A crew and apparatus will be shifted from a farther station to provide faster response to this area. We expect that this matter will be considered by the Perris City Council at their November 18t, 2025 meeting, or soon after. Once approved, the temporary station is expected to be in operation within about 90 days.

Additionally, the Perris City Council is expected to consider at an upcoming Council meeting the approval and funding for construction of a new permanent station on the south side. The temporary station will continue to serve this area until the permanent station is operational.

With regards to Wildomar, County Fire is in initial discussions with City staff regarding future planning for a station that will serve the east side of the City. Although there is no anticipated timeline at this stage for this station, since it is early in the process, we expect those conversations to continue as we look to that future project.

We also note that the County has acquired land and is in the building process for a station in French Valley, which is a high priority to serve that unincorporated community.

The County has contracts in place through FY 26/27 with Menifee, Perris and Wildomar. We continue to work with each jurisdiction on service enhancements during this current contract period, such as those mentioned above. We also look forward to continuing our collaborative conversations, through city partnership meetings and the Citygate review, as we continue to plan ahead for the next contract cycle.

We appreciate the opportunity to provide this response, and look forward to our continued dialogue and collaboration as we all work together to enhance fire services for our residents. We appreciate and value Menifee's partnership in the County regional fire response system.

Sincerely,
-DocuSigned by:
