RECOMMENDED ACTION
1. Award bid and authorize the Finance Department to issue a purchase order for the purchase of traffic signal related poles and equipment from American Right-of-Way, Inc. for the Goetz Road/Vista Way Traffic Signal Project, Capital Improvement Program (CIP) No. 23-02, the Menifee Road/Fire Station No. 76 Entrance Traffic Signal Project, CIP No. 23-09, and the Evans Road/Craig Avenue Traffic Signal Project, CIP No. 25-05, in the cumulative not-to- exceed amount of $397,766.00.
DISCUSSION
The approved Fiscal Year (FY) 2025-2030 CIP plan includes three CIP projects to install traffic signals and roadway improvements. In an effort to ensure timely implementation of projects with signalization elements, equipment such as traffic signal poles, electrical cabinets, controller cabinets, and various electrical equipment must be purchased well ahead of planned construction dates to ensure manufacturing lead times do not impact project delivery.
The three CIP projects described below are planned to begin construction in the summer months of 2026 and require that traffic signal equipment is available for installation in advance of summer construction schedules.
Goetz Road/Vista Way Traffic Signal Project, CIP No. 23-02 (CIP23-02) This project proposes to construct approximately 1,100 linear feet of road widening along Goetz Road, as well as installation of a new traffic signal at Goetz Road and Vista Way. CIP23-02 would provide relief to additional traffic through this intersection resulting from the construction of nearby commercial development. The project also includes drainage improvements, residential

driveways, modified commercial driveways, and installation of Americans with Disabilities Act (ADA) compliant ramps.
Menifee Road/Fire Station No. 76 Entrance Traffic Signal Project, CIP No. 23-09 (CIP23-09) This project proposes to install a traffic signal at the intersection of Menifee Road and Diamond Road, adjacent to the entrance of Fire Station No. 76. Completion of CIP23-09 would provide a controlled intersection and safer ingress/egress point for emergency fire personnel and equipment to exit and enter the fire station. CIP23-09 would also include the installation of new traffic signage and striping, ADA ramps, and pavement improvements.
Evans Road/Craig Avenue Traffic Signal Project, CIP No. 25-05, (CIP25-05) This project proposes to install a traffic signal with roadway improvements at the intersection of Evans Road and Craig Avenue. CIP25-05 would provide an active transportation benefit for Paloma Valley High School and the Gale Webb Action Sports Park by adding bike lanes along Craig Avenue in accordance with Menifee’s Complete Streets Plan. The project would also provide additional roadway and drainage improvements for the area along with on-street parking.
On January 14, 2026, staff administered a formal competitive bid process for the purchase and delivery of traffic signal equipment required for CIP23-02, CIP23-09, and CIP25-05 (Projects).
The equipment requested included traffic poles, dual meter service cabinets, traffic controllers, and necessary accessories. A bid opening was held on February 2, 2026, and two bids were received.
TABLE 1 – SELECTION INTERVIEW FIRM RANKING SUMMARY
After reviewing the bids received and additional logistics coordination, staff determined that American Right-of-Way, Inc. met the requirements for recommendation as the lowest responsive and responsible bidder. The total cost for materials and services proposed by American Right-of- Way, Inc. is $397,766.00 and traffic signal equipment amounts fall within the previously approved budgets for each of the Projects.
The designs for the Projects are nearing completion, and the manufacturing and delivery of the traffic equipment are anticipated to take approximately five months from the date of City Council approval. Due to this extensive lead time, construction management services and a construction contract for the Projects, which includes site construction and installation, would be bid separately and closer to the anticipated start of construction.
If approved by the City Council, the tentative construction schedules for all locations would be as follows:
Construction Start: June 2026
Construction End: August 2026
City Council Acceptance: January 2027
