DISCUSSION
The City of Menifee City Executive Office has compiled a report of the City’s accomplishments in the Annual Report for the 2025 calendar year. The report is an overview of the programs and projects implemented to provide essential services that improve our community’s quality of life through teamwork and leadership.

Menifee is continuing to grow and thrive into one of Southern California’s premier cities thanks to the collective efforts of our City staff, Executive Team, and City Council. Menifee has not only become the largest city in Southwest Riverside County, but it has also become an industry leader and is quickly gaining national attention as an award-winning city. By continuing to focus on shared strategic priorities and remaining results-oriented, Menifee is making significant progress and is well positioned for ongoing success.

The City’s Five-Year Strategic Plan (2023-2028) has identified five key priorities including Connectivity and Mobility, Unique Identity, Community Engagement and Social Infrastructure, Thriving Economy, and Safe and Vibrant Community. The strategic plan sets a roadmap for achieving the objectives that align with its key priorities. The City’s budget and Capital Improvement Program (CIP) directly correlate with the strategic plan to create a strong connection between finances and operations, ensuring that the City achieves meaningful outcomes and progress to reach our collective long-term vision.

Menifee’s 2025 Annual Report highlights the City’s achievements through the lens of our strategic priorities, with each department playing a crucial role in achieving plan objectives and other vital

functions that continue to make Menifee a premier safe, thriving, and inclusive city that offers vibrant neighborhoods and panoramic scenic vistas with a rich history, flourishing arts, cultural amenities, and diverse recreation opportunities that make Menifee a desired place to live, work, play, and stay. The achievements include:

1.Connectivity and Mobility: Menifee continues to make significant investments in our local infrastructure that reflects the City’s strong commitment to smart, sustainable growth and a high quality of life. In 2025, Menifee broke ground on the highly anticipated Bradley Road Bridge over Salt Creek project to address the historic flooding of this primary corridor during rain events. The project will provide reliable north/south connectivity and help ensure faster response times for first responders serving the Menifee community.

2.Unique Identity: The City of Menifee completed the Placemaking, Unique Identity & Tourism Master Plan, which provides a bold and forward-thinking roadmap to determine, define, and elevate what makes our city truly special. This critical blueprint, developed with input from residents, businesses, and regional partners, will help guide planning efforts to shape Menifee’s future while preserving qualities that make it unique.

3.Community Engagement and Social Infrastructure: Providing accessible and responsive communications with the Menifee community remains a top priority to strengthen transparency and help residents to better understand the vision for our city. Menifee TV continues to produce high-quality content and received four awards from the National Association of Telecommunications Officers and Advisors (NATOA). The City’s seasonal magazine, “Menifee Matters,” was recognized by the California Association of Public Information Officials (CAPIO) as the best publication of its kind in California. The City of Menifee’s Citizens Academy also completed its fourth consecutive year, providing residents and business owners with a detailed, behind-the-scenes overview of the City’s operations and an opportunity to interact directly with our executive team.

4.Thriving Economy: The City of Menifee has been planning with purpose to support smart growth in our community and ensure that businesses can thrive. Successful business and economic development foster a community where residents have access to goods and services, a variety of housing choices, employment, and well-paying jobs. Multiple new businesses across several sectors including healthcare, wellness, and new dining choices opened their doors in Menifee, with over 40 new business storefronts being welcomed in 2025.

5.Safe and Vibrant Community: Menifee was named a Top 20 Safest City in California for the second year in a row. This achievement is made possible by the tremendous work of both the Menifee Police Department and our partnership with CAL FIRE/Riverside County Fire Department. Menifee continues to invest in our public safety resources and officially opened Quail Valley Fire Station 5 in January 2025. Planning has also begun on our next station, Fire Station 74, to be located in the Heritage Lake community. Menifee Police Department (PD) is leveraging new technology to keep our community safe and adopted the Drone First Responder (DFR) Program. Menifee PD also launched their first Police Recruit position, which provides a creative and sustainable way to invest in individuals early in their law enforcement careers, while also helping strengthen the department’s culture and long-term succession planning.
