CITY OF MENIFEE
SUBJECT: Agreement Amendment with Superior Pavement Markings, Inc. for On-Call Street Striping Services.

MEETING DATE: February 18, 2026
TO: Mayor and City Council
PREPARED BY: Chris Gehrki, Management Analyst II
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Armando G. Villa, City Manager

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute Amendment No. 2 to Contract Services Agreement No. 2024-0189, with Superior Pavement Markings, Inc. for on-call street striping services increasing the amount by $100,000 for a total not-to-exceed amount of $310,00 and extending the contract term through January 31, 2027.

DISCUSSION
As part of Public Works’ continuous efforts to maintain safe City streets, staff routinely identify smaller, non-Capital Improvement Program segments of roadway that require lane striping and painted roadway legends to be refreshed. This work significantly improves motorist and pedestrian safety by increasing the visibility of the roadway striping and pavement markings.

On February 7, 2024, the City Council approved Contract No. 2024-0189 (Contract) with Superior Pavement Markings in a not-to-exceed amount of $210,000 to provide on-call street striping services through June 30, 2026. On December 4, 2024, the City Manager, under his signing authority, approved Amendment No. 1 to the Contract, formally revising the scope of services language to eliminate services to specific fiscal year amounts and instead allow for a maximum limit of $210,000 for the entire Contract period. This revision has facilitated a more efficient and timely process for issuing purchase orders and expediting response to striping work needs.

Amendment No. 1 did not change the term or the not-to-exceed amount originally established in the Contract.

As the expiration of the Contract approaches, staff has been reviewing options to enhance the delivery of cost-effective and proactive road maintenance services throughout the City. As such, staff plan to develop and administer a Request for Qualifications (RFQ) that would allow the Street Maintenance Division to establish an approved short list of multiple vendors for on-call roadway

striping services (maintenance services) effective February 2027. The proposed Amendment No. 2 would extend the current Contract through January 31, 2027, and increase the total Contract not-to-exceed amount by $100,000 to a not-to-exceed amount of $310,000. Approval of this amendment would ensure Contract capacity to continue roadway striping services, while also providing staff the time necessary to administer an RFQ process and finalize a future short list of striping contractors. Amendment history for Contract No. 2024-0189 is summarized in Table 1 below.
