DISCUSSION
The Fiscal Year (FY) 2024/2025 Slurry Seal Program Project, PMP 25-01 (Project) consists of resurfacing existing roads by slurry seal and performing restriping where appropriate. The Project is completed in two phases, beginning with a crack seal of the entire Project area, followed by the application of slurry seal within the same identified neighborhoods. Crack sealing services for the Project were completed for 5.7 centerline miles of roadway across the identified neighborhoods.
The crack sealing efforts for the Project were performed in the following locations:
Location No. 1: West of the I-215 and North of McCall Boulevard, with major cross streets of Rouse Road and Bradley Road. The following streets were included: Foxfire Street, Flagler Street, and Fan Lane.
Location No. 2: East of the I-215 and South of McLaughlin Road, with major cross streets of Trumble Road and McLaughlin Road. The following streets were included: Alta Avenue, White Court, Celtic Circle, Tran Court, Paige Circle, Lavender Street, Soprano Street, Matrix Drive, Myles Court, Patridge Court, Rockabilly Road, Sunshine Lane, Trenas Lane, Vanilla Court, and Rainbow Lane.

Location No. 3: West of the I-215 and South of Newport Road, with major cross streets of Newport Road and Bradley Road. The following streets were included: Rim Creek Path, Hanford Street, San Rafael Street, Madera Court, Red Bluff Court, Lakeport Street, Merced Street, Napa Street, Menifee Grove, Mountain Glen Drive, Silver Hawk Drive, Hunter Ridge Drive, Pine Creek Drive, Wyndham Court, Wildflower Street, Sierra Vista Drive, and Mirabella Court.
Proper timing is critical for crack and slurry sealing applications. Crack sealing must cure for at least three weeks prior to slurry sealing, and slurry work should occur during warmer months to ensure proper adhesion. With colder weather approaching, staff recommends combining the FY 2024/2025 and FY 2025/2026 slurry seal projects. This approach would reduce mobilization costs and allow all slurry seal work to be completed under optimal weather conditions, resulting in more sustainable improvements. As a result, the second phase of the Project for slurry seal services would be awarded under a separate contract, with construction for both fiscal years anticipated to begin in May 2026.
On June 4, 2025, the City Council approved the construction contract with Global Road Sealing (Contractor) for crack sealing services in the amount of $43,500. The total approved construction budget for this portion of the Project was $57,850. No contract change orders occurred during construction, and the final overall cost for the Project was completed under budget, for a final construction cost totaling $46,499, which included ancillary costs such as labor compliance services.
If approved, a Notice of Completion (NOC) would be filed, which protects the City from future claims against the Project by providing proper noticing to each contractor, subcontractor, and material supplier that the Project has been completed. The payment bond would be released upon Project acceptance by the City, and the performance bond would be released one year after the date of recording of the NOC. The City has not received any stop notices that would prevent said releases.
