RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute Amendment No. 1 to Contract No. 2024- 0190 with Gentry General Engineering, Inc. for on-call guardrail replacement and repair services, increasing the amount by $100,000, for a total not-to-exceed amount of $280,000 and extending the agreement term through January 31, 2027.
DISCUSSION
As part of Public Works’ ongoing efforts to maintain the City’s street rights-of-way, the City has contracted specialized services to repair extensive damage to guardrails due to traffic collisions throughout the City. These repairs are critical to public safety, as guardrails are installed at strategic locations to reduce the risk of vehicles striking fixed objects such as walls, landscaping, residences, steep embankments, and utility poles. While City staff can address minor maintenance and repair items, the City of Menifee does not have the capability to perform repairs to crash terminals or other extensive guardrail repairs, necessitating the use of specialized contractors.
On February 7, 2024, the City Council approved a contract with Gentry General Engineering, Inc. (Contract) in a not-to-exceed amount of $180,000 to provide on-call guardrail replacement and repair services through June 30, 2026. As the Contract expiration approaches, staff has evaluated options to enhance the delivery of cost-effective and proactive guardrail maintenance services throughout the City. To support this effort, staff plan to develop and administer a Request for Qualifications (RFQ) to establish an approved short list of multiple vendors for on-call guardrail replacement and repair services effective February 2027. Establishing a qualified vendor list would allow these repairs to be expedited and improve overall service responsiveness.

The proposed Amendment No. 1 would extend the current Contract through January 31, 2027, and increase the total Contract not-to-exceed amount by $100,000, for a revised not-to-exceed amount of $280,000. Approval of this amendment would ensure continuity of guardrail replacement and repair services while also providing staff with sufficient time to administer an RFQ process and finalize a future short list of guardrail contractors.
