RECOMMENDED ACTION
1. Adopt a resolution of consideration to amend the list of facilities authorized to be financed by Community Facilities District (CFD) No. 2025-4, Heritage Village, located on the northwest corner of Menifee Road and Rouse Road.
DISCUSSION
Lennar Homes of California, LLC (Developer), a California limited liability company, plans to develop a residential community of 162 townhomes homes on approximately seven net acres within the City. The property is located on the northwest corner of Menifee Road and Rouse Road, as shown in the attached location map. CFD 2025-4 was formed in April 2025 to allow the Developer to finance the cost of certain public improvements required within the project.
The facilities the CFD was formed to finance include City fees and facilities as well as Eastern Municipal Water District’s (EMWD) fees and facilities. Following the CFD’s formation, the Developer determined that fees charged by the City and EMWD would be lower than anticipated, enabling the CFD to also finance fees for Romoland School District (School District). There are no proposed changes to the size and mix of homes, nor the assigned special taxes.
Millrose Properties California, LLC, a California Limited Liability Company who currently owns all the taxable land within the district (Owner), petitioned the City to amend the list of facilities the CFD is authorized to finance to include facilities owned by the School District. The proposed new facilities list is described in Exhibit A to the Resolution of Consideration. No other changes to the CFD are requested and the Rate and Method of Apportionment previously approved will not be changed.

The resolution of consideration, which is the first step in the process to amend the facilities list, schedules a public hearing for April 15, 2026, at which time the City Council would consider approving the amended facilities list.
The proposed change proceedings for this CFD were presented to the Finance Committee at its regularly scheduled meeting on January 13, 2026. Following discussion, the Committee recommended that the item be advanced to the City Council for consideration.

FISCAL IMPACT
The Developer made a deposit to pay for the costs of the change proceedings, which may be reimbursed to the Developer in accordance with the reimbursement agreement previously entered with the Developer. No additional budget appropriation action(s) is required.
