DISCUSSION
The City of Menifee places a high priority on providing field access for youth and adult sports organizations, as well as supporting City-operated recreation programs such as the flag football league. Each year, approximately 30 applications are submitted for the use of multi-purpose fields. During the fall and winter seasons, most organizations request lighted fields to accommodate earlier sunsets and evening play. Currently, the City has four lighted multi-purpose fields, which limits staff’s ability to accommodate all requests and reduces available field access for residents. In addition to the demonstrated demand from local organizations, the need for additional lighted fields is identified in the Parks Master Plan. Installing additional field lighting

Pursuant to Menifee Municipal Code Section 3.12.210, staff seeks to procure the sports field lighting through the Sourcewell Cooperative Purchasing Agreement, Contract No. 041123-MSL.

Utilizing a cooperative purchasing agreement significantly shortens the procurement timeline and expedites product delivery, while ensuring the City receives competitive pricing from trusted vendors.

The total proposed cost of the lighting purchased from MUSCO is $314,071. Installation is not included and would be procured through a Notice of Inviting Bid (NIB) process. Following the bidding process, a recommendation to award contracts for the installation phase of the project will be made. It is anticipated that the construction phase will take approximately six months. The sports field lighting installation for both parks is expected to be completed in Winter 2026.
