CITY OF MENIFEE
SUBJECT: Contract Change Order with Ames Construction for the Bradley Road Bridge over Salt Creek Project
MEETING DATE: March 18, 2026
TO: Mayor and City Council
PREPARED BY: Kristen Jensen, Financial Analyst
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Armando G. Villa, City Manager

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute Contract Change Order No. 3 with Ames Construction, Inc., to increase the compensation by $107,237.38, for a total contract amount not-to-exceed $16,511,932.50, for the Bradley Road Bridge over Salt Creek Project, Capital Improvement Program (CIP) Project No. 13-04, located on Bradley Road just south of Rio Vista Drive.

DISCUSSION
The Bradley Road Bridge over Salt Creek Project, CIP Project No. 13-04 (Project), is located on Bradley Road just south of Rio Vista Drive and continues to just north of Potomac Drive. The Project replaces the existing low-flow crossing located on Bradley Road at the Salt Creek Channel with an all-weather bridge to accommodate the conveyance of 100-year flood events. The Project includes access ramps on either side of the bridge abutments, major drainage improvements, relocation of the existing Salt Creek Trail crossing, and the installation of bridge lighting and striping.

On May 7, 2025, the City Council approved a construction budget of $18,589,312.80 and awarded a construction services contract (Contract) to Ames Construction (Contractor) in the amount of $16,152,581.15. Construction work for the Project began in August 2025.

Although staff make every effort to carefully study and anticipate the extent of the scope of work required to achieve project goals, unforeseen needs are often encountered. Site conditions and utility conflicts discovered during construction activities can result in the requirement of additional work outside of the original scope and contract amount. These changes are addressed in the form of a Contract Change Order (CCO).

Pursuant to Resolution No. 25-1569 and Menifee Municipal Code §3.12.150, amendments or change orders in the aggregate amount greater than 10% of the agreement amount, or that

exceed the City Manager’s signing authority, shall be approved by the City Council. As such, CCO No. 1, No. 4, and No. 5 have been administratively approved. CCO No. 2 exceeded the City Manager’s signing authority and was previously approved by City Council on January 21, 2026.

The total of these four CCOs is $252,113.97, bringing the overall construction contract with Ames Construction, Inc. to $ 16,404,695.12, as of the date of this report.

During construction of the bridge abutments, existing underground communication facilities were discovered that were not previously identified by the communication companies during pre- construction utility marking requests. The nature and location of the communications facilities were such that they could not be relocated and adjustments to the Project scope were necessary to protect the communication infrastructure in-place near bridge abutment foundations. Protecting the communication facilities required additional excavation work, custom form work for construction of a retaining wall, and work to encase the facilities through areas planned for rip rap near water flow areas. The improvements included in the proposed CCO No. 3 would ensure the communications facilities are protected from degradation from storm water flows experienced in the Salt Creek Channel during storm events.

The proposed CCO No. 3 includes $107,237.38 to compensate the Contractor for all costs associated with protecting existing Frontier communications infrastructure in place. All Project CCOs, including CCO No. 3, are summarized in Table 1 below. Of note, to maintain payment timely to the Project contractor, staff administratively processed CCO Nos. 4 and 5 while preparing CCO No. 3 for City Council consideration.
