RECOMMENDED ACTION

1. Review and approve the 2026 Legislative Platform.

DISCUSSION
Since incorporation in 2008, the City has consistently advocated legislative and regulatory issues of regional, state, and federal significance. In 2020, the City Council adopted a formal legislative program consisting of a Legislative Platform (Platform) and City Council Policy to ensure that positions on critical matters could be addressed expeditiously. The Platform defines the City’s legislative priorities and is used to guide City officials and staff in responding to regional, state, and federal issues to ensure alignment with Council goals.

Legislative Platform
The Platform is designed to be a living document that evolves and allows City officials and staff to promptly address issues potentially impacting the community. It is based upon the City’s history of legislative actions, departmental review, alignment with the City’s adopted Strategic Plan, and review of priorities from the League of California Cities. The Platform is divided into the following seven categories:

1. Community Services

2. Environmental Quality

3. Governance, Transparency & Labor Relations

4. Housing, Community & Economic Development

5. Public Safety

6. Revenue & Taxation

7. Transportation, Communications & Public Works
