A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MENIFEE, CALIFORNIA,
ADOPTING THE UPDATED AMERICANS WITH DISABILITIES ACT (ADA) AND THE REHABILITATION ACT OF 1973 (RA) SELF-EVALUATION AND
TRANSITION PLAN AS PREPARED BY BUREAU VERITAS
WHEREAS, Title II of the Americans with Disability Act (ADA) and the Rehabilitation Act of 1973 (RA) generally require a public entity to perform a "self-evaluation" of its services, policies, and practices to determine what modifications, if any, are needed to ensure they are accessible to people with disabilities, and if structural modifications are needed, these laws generally require the public entity to develop a "transition plan" setting forth the steps necessary to complete such changes; and
WHEREAS, the City contracted with Bureau Veritas to prepare the required update to the 2017 ADA/Section 504 Self-Evaluation and Transition Plan, which should occur every three to five years; and
WHEREAS, the attached update to the ADA Self-Evaluation and Transition Plan augments selected accessibility surveys and studies that were previously conducted and established within the 2017 ADA Self-Evaluation and Transition Plan; and WHEREAS, a public survey was conducted for at least 30 days between March 27, 2025 and May 9, 2025 to provide an opportunity for interested persons, including individuals with disabilities or organizations representing individuals with disabilities, to participate in the self- evaluation process and the development of the transition plan; and WHEREAS, a draft of the updated ADA Self Evaluation and Transition Plan was made available for public inspection and comment between September 24, 2025, and October 18, 2025.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Menifee, California does hereby resolve, declare, determine and order as follows:
Section 1.The above recitals are true and correct and incorporated herein.
Section 2.The City Council, in regular session assembled on April 15, 2026, hereby adopts the updated ADA Self-Evaluation and Transition Plan prepared by Bureau Veritas and attached hereto as Exhibit A.
