CITY OF MENIFEE
SUBJECT: Agreement with Menifee Union School District for Shared Use of Facilities to Support Youth Programming, Recreation
Services, and Expanded Learning Opportunities
MEETING DATE: April 15, 2026
TO: Mayor and City Council
PREPARED BY: Kori Jones, Senior Management Analyst
REVIEWED BY: Mariana Mitchell, Community Services Director APPROVED BY: Armando G. Villa, City Manager

RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a Joint Facility Use Agreement with the Menifee Union School District for joint facility use through June 30, 2030.

DISCUSSION
The Menifee Union School District (MUSD) serves over 12,000 preschool, elementary, and middle school students across its schools throughout Menifee. Since the City’s incorporation, MUSD has been a valued partner in providing programs and services that support local youth and families.

Consistent with the City’s Parks Master Plan goal to strengthen partnerships and expand joint use opportunities, Community Services staff have worked collaboratively with MUSD to develop a Joint Facility Use Agreement (Agreement). As demand for indoor and shared-use space has increased, formalizing this agreement provides greater consistency, efficiency, and reliability for both agencies. The Agreement establishes a mutually beneficial framework for shared use of facilities to support youth programming, recreation services, and expanded learning opportunities through June 30, 2030.

Key provisions of the proposed Agreement include:
• A four-year term, with an expiration date of June 30, 2030 • Annual, streamlined access for the City for indoor facilities at Evans Ranch Elementary School and Menifee Valley Middle School to support youth sports programming • Annual, streamlined access for MUSD for field space at Remington Park to support the District’s Expanded Learning Opportunity Program

• A reciprocal 30 percent reduction in established facility rental rates for both agencies • Access to additional City and MUSD facilities, subject to availability, at the reduced rate • Termination by either party with 90 days written notice The Agreement is structured to provide reciprocal benefits to both agencies through shared access to facilities and consistent rate reductions. Facility use would be coordinated between both organizations to support efficient scheduling and minimize potential conflicts.

Formalizing this agreement is anticipated to improve coordination, reduce administrative barriers, and expand access to facilities for community use. The availability of indoor space at Evans Ranch Elementary School provides a consistent location for City indoor sports programming, while use of the school parking lot helps alleviate neighborhood parking impacts currently experienced at Quartz Ranch Park. The inclusion of a 90-day termination provision also provides flexibility should operational needs change.

The Agreement was approved by the MUSD Board of Education at its March 10, 2026 meeting and is now presented for City Council consideration.

STRATEGIC PLAN OBJECTIVE
Community Engagement and Social Infrastructure

FISCAL IMPACT
The fiscal impact of the recommended action includes a 30 percent reduction in user fee revenue for City facilities when utilized by Menifee Union School District (MUSD), in accordance with the terms of the Agreement.

Community Services currently expends approximately $17,000 annually on facility rentals to support sports programming. The proposed Agreement will reduce these costs through access to MUSD facilities, including parking lots and gymnasiums with anticipated savings generally offsetting the associated revenue reduction.
