RECOMMENDED ACTION
1. Adopt a resolution modifying the authorized facilities for Community Facilities District No. 2025-4, Heritage Village, located on the northwest corner of Menifee Road and Rouse Road; and
2. Adopt a resolution certifying election results for Community Facilities District No. 2025-4, Heritage Village.
DISCUSSION
Lennar Homes of California, LLC (the “Developer”), a California limited liability company, plans to develop a residential community of 162 townhomes homes on approximately 7.5 net acres within the City. The property is located on the northwest corner of Menifee Road and Rouse Road, as shown in the attached location map. Community Facilities District 2025-4 (the “CFD”) was formed in April 2025 to allow the Developer to finance the cost of certain public improvements required within the project.
The facilities the CFD was formed to finance include City fees and facilities as well as Eastern Municipal Water District’s (“EMWD”) fees and facilities. After the CFD’s formation, the Developer determined that fees charged by the City and EMWD would be lower than anticipated, enabling the CFD to also finance fees for Romoland School District (the “School District”).
Millrose Properties California, LLC, a California limited liability company who currently owns all the taxable land within the district (the “Owner”), petitioned the City to amend the list of facilities the CFD is authorized to finance to include facilities owned by the School District. The proposed new facilities list is attached. No other changes to the CFD are requested and the Rate and Method of Apportionment previously approved will not be changed.

On March 4, 2026, the City Council adopted a resolution to initiate the process to modify the authorized facilities (the “Resolution of Consideration”). The Resolution of Consideration called for a public hearing to be held at this City Council meeting. Following the close of the public hearing, the City Council will be asked to adopt the resolution (the “Approving Resolution”) approving the modified facilities list. Such resolution calls for an election to submit to the qualified voters in the District a proposition to approve the amended list of facilities authorized to be financed by the district.
On file with the City Clerk is a Certificate of the Registrar of Voters of Riverside County, attached for reference, certifying there are no registered voters residing within the boundaries of the District. Accordingly, under the Mello-Roos Act, only landowners in the District are eligible to vote at the election, with each owner having one vote for each acre (or portion thereof) that they own within the district. There are two property owners within the district – the Developer and Millrose Properties, LLC, and they will be the only voters in the election.
If the City Council approves the resolution approving the modified facilities list and calling the election, the City Clerk will conduct the election. The City Clerk will announce the election results and the City Council will be asked to adopt the resolution certifying the election results. Based on the certification that two-thirds of the votes cast are in favor of the proposition voted upon, the resolution certifying the election results directs the City Clerk to record an amended notice of special tax lien on the property within the District.
This item was presented to the Finance Committee at the January 13, 2026, meeting. A motion was made and approved by the Committee to bring the item forward for City Council approval.
