RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute a three-year agreement with the County of Riverside through its Emergency Management Department to provide the services of an Emergency Services Coordinator, at a cost of $195,000 per year in an amount not-to-exceed $585,000, through June 30, 2029.
DISCUSSION
Since incorporation in 2008, the City of Menifee has contracted with Riverside County Fire Department/CAL FIRE through a Cooperative Agreement (Cooperative Agreement) with the County of Riverside for fire protection services, fire prevention, fire marshal services, rescue, and medical emergency services. The City’s current Cooperative Agreement was renewed on July 1, 2024, and extends through June 30, 2027.
The Cooperative Agreement provides for one (1) full-time (40 hrs/week) Emergency Medical Services (EMS) Specialist to develop and implement training curriculum and emergency response protocols for the City’s first responders. Historically, the City’s EMS Specialist has also managed the City’s robust Community Emergency Response Team (CERT) training program and the Menifee LifeSavers collection of education classes, including Cardiopulmonary Resuscitation (CPR), Automated External Defibrillator (AED) use, Basic First Aid, and Stop the Bleed. The administration of these programs has always been a priority for the City, as safety and emergency preparedness are foundational to Menifee’s “Safe and Vibrant Community” Strategic Goal.
Due to recent organizational restructuring, responsibility for services previously performed by the EMS Specialist have been transferred from Riverside County Fire Department/CAL FIRE to the Riverside County Emergency Management Department (EMD). Consequently, those duties have now been consolidated under the Emergency Services Coordinator position within EMD. As a result, the City requested 1) an updated Cooperative Agreement Exhibit A from Riverside County

to reflect the removal of the EMS Specialist position, and 2) a new three-year Agreement (Agreement) for an Emergency Services Coordinator (Level I) through Riverside County EMD.
Services and Responsibilities
The new Emergency Services Coordinator (ESC) will assume the responsibilities of the previous EMS Specialist position while managing new strategic initiatives designed to bolster the City’s preparedness. By centralizing these efforts, the ESC position adds value through improved operational efficiency and reduced strain on existing departmental resources.
Exhibit D of the Agreement includes the “EMDUS Functional Matrix of Responsibilities” which describes the comprehensive services provided by EMD through its Unified Services model (EMDUS). The Emergency Services Coordinator (Level I) will be responsible to provide these services based upon the “Jurisdictional Frequency of Service Level” outlined in the Matrix:

As a partner with Riverside County EMD, the City also gains significant access to enhanced response and recovery resources that would typically be difficult for a single agency to fund or maintain. EMD uses a multi-agency coordination system to prioritize and allocate scarce resources such as personnel, equipment, and supplies across multiple jurisdictions during large- scale incident response. Specialized assets can also be leveraged, including mass care and shelter capabilities, and logistical support for evacuations.
Comparative Cost Analysis
The transition from the previous EMS Specialist to a new agreement for the Riverside County EMD Emergency Services Coordinator represents a significant fiscal and operational improvement for the City. The City will realize a projected $25,681 reduction in direct expenses due to the difference between the estimated FY2026/27 cost of the EMS Specialist contract position ($220,681) and the Agreement for the new ESC position ($195,000).
Additionally, the City will benefit from the elimination of the previous EMS Specialist vehicle expenses as the Agreement includes a fully maintained emergency response vehicle. The City- owned vehicle previously used by the EMS Specialist will be repurposed for other City needs.
The new ESC will occupy the office space and utilize the equipment and supplies formerly assigned to the EMS Specialist. The City will provide Menifee-branded attire (e.g., shirts) and the new Emergency Services Coordinator will report directly to the City Executive Office.
The City will also save $43,000 annually by moving to the County’s Genasys emergency notification platform at no cost, allowing for the termination of the City’s independent Genasys contract.
Collectively, these two actions result in an approximate annual budget reduction of $68,681.
STRATEGIC PLAN OBJECTIVE
Safe and Vibrant Community
FISCAL IMPACT
The transition from the Riverside County Fire Emergency Medical Services Specialist to the Riverside County EMD Emergency Services Coordinator position is projected to result in an annual cost savings of $25,681. Furthermore, the City expects to save approximately $43,000 annually by terminating its Genasys Protect emergency management platform license and joining the existing Riverside County EMD Genasys platform through a formalized partnership. Because the Agreement provides a fully maintained response vehicle, the City-owned vehicle previously used by the EMS Specialist will be repurposed for other City needs.
No additional budget appropriation would be required to support the proposed Agreement with the County of Riverside Emergency Management Department.
