CITY OF MENIFEE
SUBJECT: User Fee Schedule Updates
MEETING DATE: April 15, 2026
TO: Mayor and City Council
PREPARED BY: Margarita Cornejo, Director of Strategic Programs and Initiatives
REVIEWED BY: Travis Hickey, Chief Financial Officer
APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------
RECOMMENDED ACTION
1. Adopt a resolution approving the addition and modification of Community Service and other fees to the 2022 User Fee Schedule and authorizing an effective date of July 1, 2026; and
2. Authorize the City Manager to implement an annual Consumer Price Index (CPI) adjustment to any new applicable fees, based on January-to-January index (increase or decrease) not- to-exceed four percent, with the first adjustment effective July 1, 2027 and annual adjustments thereafter on July 1 each fiscal year.
DISCUSSION
On October 5, 2022 the City Council adopted the 2022 Comprehensive Cost of Services/User Fee Study and accompanying fee schedule with an effective date of January 1, 2023. The new fee schedule reflected a comprehensive review and analysis to determine the full cost of providing services accurately, fairly, and reasonably to the individuals, residents, and businesses within the community. Ultimately, the amount of revenue generated (fee amount) may not exceed the estimated reasonable cost of providing the services, and with the goal of making the city “whole” as to costs.
As the City prepares for Fiscal Year 2026/2027, several additional fees have been identified as needed to be added to the existing schedule based on services provided by the city. Updates are summarized as follows.
Community Services Fees Update
Staff has taken a comprehensive review/assessment of its existing fees, overall available programs, and facilities and is presenting an all-inclusive update of new and existing recreation fees. From previous Council action, community services fees are not subject to annual fee

adjustments. With this department being primarily public facing, many of its services are heavily subsidized as the functions are in support of promoting public health. The proposed updated/new fees were presented to the Parks, Recreation, and Trails Commission (PRTC) in the fall of 2025 with a recommendation to move forward for City Council consideration. Community Services Fees updates were focused on the following four categories:
oFacility Rentals
oPicnic Shelter Rentals
oAthletic Field Rentals
oPark Rentals for Private Events
The fee analysis review included current market rates, comparisons to surrounding agencies, resident vs. non-resident rates, and staff costs to provide such services. While some of the current reduced rates have supported accessibility, they do not reflect the full costs associated with providing these services, which include staffing, maintenance, utilities, and supplies. Bringing fees closer in line with regional averages will help offset operational costs while continuing to provide affordable options for residents and community groups. Considering City Council’s previous direction and their emphasis on accessibility, staff is recommending adjustments of 20% Increase for Non-Profit Organizations, 20% Increase for Residents, and an adjustment to match the average regional rate for Non-Residents.
Additionally, staff is recommending that following fee categories, highlighted in Table 1 below, be added to the City’s fee schedule based on similar services being offered by the other agencies:

Field Rental Fees (Tournaments)*4-hour min.
Deposit N/A $569 per field $455 per field
Non-Resident N/A $60 per hour $50 per hour
Resident N/A $58 per hour $25 per hour
Resident Non-Profit N/A $58 per hour $23 per hour
The Community Services and the Finance Departments have reviewed the proposed fees and recommend moving forward with adoption. The comparative analysis completed provides rationale and justification for the proposed adjustments and is consistent with the City’s past approach to establishing recreation fees.

Automatic Annual Fee Adjustments
The City’s existing User Fee schedule included authorization for the City Manager to implement an annual CPI adjustment (increase or decrease) not-to-exceed 4% and effective July 1 each fiscal year, based on January to January of the previous year, with the first adjustment effective July 1, 2024. As some of the fees are development related and pursuant to Government Code section 66017, the recommended effective date for the new and/or fee adjustment as well as implementation of the annual fee adjustment for all existing fees is July 1, 2026, to conform with the 60-day implementation period requirement. In future years the annual automatic adjustment would be effective on July 1st beginning July 1, 2027 and not applicable to Community Services fees and/or deposit fees.

STRATEGIC PLAN OBJECTIVE
Thriving Economy
FISCAL IMPACT
Adoption of the proposed new fees and/or fee adjustments would result in higher cost recovery for services provided by the City and help reduce any General Fund subsidy. Additionally, the implementation of the annual CPI adjustment would ensure costs for delivery of services remain current and reflect any significant increases and/or decreases caused by inflation or deflation.
