RECOMMENDED ACTION
1. Accept the improvements for the Beth Drive Street Improvements Project, Capital Improvement Project (CIP) No. 22-28; and
2. Authorize the City Clerk to file a Notice of Completion with the Riverside County Recorder’s Office.
DISCUSSION
The Beth Drive Street Improvements – Murrieta Road to Melvin Street Project, CIP Project No. 22-28 (Project), rehabilitated the section of Beth Drive within the Project limits by removing the existing damaged asphalt concrete (AC) dike and adjacent AC pavement and installed approximately 1,200 linear feet of concrete curb and gutter. These improvements provide for effective surface flow of storm water, allowing Beth Drive to sustain heavy rain events and preventing deterioration of the roadway's condition. The Project supports the City’s Connectivity and Mobility Strategic Plan Objective of enhancing accessibility and linking the community with sustainable infrastructure to meet the City’s needs.
On September 3, 2025, the City Council approved a construction contract (Contract) with NPG, Inc. (Contractor) in the amount of $208,977. One contract change order (CCO) was approved by City Council on February 6, 2026, for a total of $48,447, which increased the total not-to-exceed Contract amount to $257,424, as shown in Table 1 on the following page. Overall Project budget in the amount of $305,200 was originally established and the Project was completed under budget, for a final construction cost totaling $259,224, which includes CCO No. 1 and ancillary costs such as materials testing and labor compliance services.

If approved, a Notice of Completion (NOC) would be filed, which protects the City from future claims against the Project by providing proper noticing to each contractor, subcontractor, and material supplier that the Project has been completed. The payment bond would be released upon Project acceptance by the City, and the performance bond would be released one year after the date of recording of the NOC. The City has not received any stop notices that would prevent said releases.

FISCAL IMPACT
There is no fiscal impact associated with the acceptance of the improvements related to the Project. All costs to complete the Project were supported within previously approved CIP budgets.
