RECOMMENDED ACTION
1. Accept the improvements for the Kay Ceniceros Senior Center Roof Rehabilitation Project Capital Improvement Project (CIP No. 26-07), located at 29995 Evans Road; and
2. Authorize the City Clerk’s office to file the Notice of Completion with the Riverside County Recorder’s office.
DISCUSSION
The Kay Ceniceros Senior Center campus (KC Senior Center) is used to provide services to all City residents and nonresidents. Services provided at the KC Senior Center include but are not limited to free senior lunches and activities, youth and adult classes, event rentals and staff workstations. As part of the FY 2025/26 CIP Budget, Council approved the rehabilitation of the center’s roof due to the age of the facility and the increase in damage and water leaks.
On February 20, 2026, the City executed an agreement with KRGS Roofing, Inc. for the rehabilitation of the Kay Ceniceros Senior Center Roof for a total not-to-exceed $30,500. The work consisted of roof preparation and cleaning, the reinforcement of roof penetrations as needed, and the application of a commercial grade Silicone Roof Coating to a 7,500 square foot roof space. The contract also detailed the requirement of a silicone coating that includes a 20- year protection and NDL warranty. One change order was necessary for this project totaling $2,500. The final construction cost for the project was $33,000.
Filing a Notice of Completion (NOC) protects the City from future claims against the project by providing proper notification to each contractor, subcontractor, and material supplier that the project has been completed. The payment bond (Labor and Materials Bond) and performance

bond will be released 30 days following the date of the NOC recordation, provided no stop notices are filed preventing said releases.

FISCAL IMPACT
There is no fiscal impact associated with the acceptance of the improvements related to the Project. All costs to complete the Project were supported within previously approved CIP budgets.
